Current Request for Applications

Request for Applications (RFA): Four Rivers Family Early Learning and Parenting Hub

The Oregon Department of Early Learning and Care is inviting preschool providers within the Four Rivers Family Early Learning and Parenting Hub—serving Gilliam, Hood River, Sherman, Wasco, and Wheeler counties—to apply for Preschool Promise funding for the 2025–2027 biennium. Through this RFA, current grantees may request additional Preschool Promise Slots or join the Eligible Provider List.

This opportunity is available for both new applicants and current Preschool Promise grantees. Successful applicants who are awarded a spot on the 2025-2027 Preschool Promise Eligible Provider List will be deemed eligible for Preschool Promise Slots if any such Slots become available before June 30, 2027.

About Preschool Promise:
Preschool Promise is a high-quality, publicly funded preschool program serving families with incomes at or below 200% of the federal poverty level and children in foster care. The program is delivered in various settings, including centers, homes, and schools. 

Schedule of Events

  • Friday, January 9, 2026, 5:00 PM PST - Questions/requests for clarification due
  • Tuesday, January 13, 2026 - Answers to questions/requests for clarification issued (approximate)
  • Monday, January 19, 2026, 5:00 PM PST - Closing (applications due)
  • Tuesday, February 3, 2026 - Issuance of intent to award (approximate)
  • Award protest period ends 7 calendar days after notice of intent to award

Preschool Promise Funding

Applicants who are successfully added to the Preschool Promise Eligible Provider List will qualify for Preschool Promise Slots, should any become available, through June 30, 2027. Below is a detailed breakdown of the funding allocated for PSP slots.

Grant Amount
Base amount: $16,000 per slot per year
Transportation enhancement: $1,150 per slot per year (available to grantees who offer transportation)
One-time start-up amount: $2,040 per slot awarded

Grant Duration
July 1, 2025 - June 30, 2027

Eligibility
New applicants and current Preschool Promise grantees in Gilliam, Hood River, Sherman, Wasco, and Wheeler counties.

[CLOSED] 2025-2027 Preschool Promise Eligible Provider List

DELC released a Request for Applications (RFA) in March of 2025 for the 2025-2027 Preschool Promise Eligible Provider List. This RFA included seven Early Learning Hub Regions within the state.
