Preschool Development Grant

The Department of Early Learning and Care (DELC) has been selected to receive $7,355,305 in federal funding after submitting a successful proposal last December. The Preschool Development Grant Birth through Five (PDG B-5) is a competitive federal grant from the U.S. Department of Health and Human Services, Administration for Children and Families. 

These funds aim to strengthen Oregon’s early care and education (ECE) system by making it more connected, efficient, and easier for families and early educators to navigate. PDG B-5 supports Oregon’s broader vision: a statewide system where programs work together, resources are aligned, and families can find the care and learning opportunities that best meet their needs. Oregon plans to use PDG funds to accomplish the following PDG priorities and goals for states:

  • Develop a shared, comprehensive statewide vision for early care and education: Oregon will refine and strengthen its statewide vision for early learning to more seamlessly guide decisions across all programs and funding streams. DELC will lead this work in partnership with other state agencies and community partners to ensure alignment and shared accountability.
  • Build a unified, coherent statewide early care and education system: The grant will support efforts to reduce duplication, streamline operations, and improve coordination and accountability across programs. This includes building stronger program and fiscal integrity structures, improving data systems, and aligning infrastructure to better support children, families, and providers.
  • Maximize family choice for early care and education options: Oregon will prioritize parent choice by maximizing the options available for early care and education, enhancing cross-agency coordination, and reducing administrative complexities. 
  • Oregon’s PDG B-5 funds aim to support clearer information systems, modernize data tools, and streamline access so families can exercise meaningful choices across all early care and education settings.
