Request for Applications (RFA): Eastern Oregon Early Learning Hub and Northwest Early Learning Hub
The Oregon Department of Early Learning and Care (DELC) is inviting
preschool programs that are not currently participating in Preschool Promise and are located within the
Eastern Oregon Early Learning Hub (Baker, Malheur, and Wallowa counties) and the
Northwest Early Learning Hub (Clatsop, Columbia, and Tillamook counties) to apply for the
2026–2027 Preschool Promise (PSP) Eligible Provider List RFA.
Programs selected for the Preschool Promise Eligible Provider List may be considered for Preschool Promise slots based on community needs identified by the local Early Learning Hub.
Preschool Promise slots are currently available. Applicants selected for the Preschool Promise Eligible Provider List will be considered for currently available slots and any additional slots that become available through June 30, 2027. Placement on the Eligible Provider List does not guarantee the award of Preschool Promise slots.

About Preschool Promise:
Preschool Promise is a high-quality, publicly funded preschool program serving families with incomes at or below 200% of the federal poverty level and children in foster care. The program is delivered in various settings, including centers, homes, and schools.

Preschool Promise Funding
Applicants who are successfully added to the Preschool Promise Eligible Provider List may be eligible to receive Preschool Promise slot funding if slots become available through June 30, 2027. The funding amounts associated with Preschool Promise slots are outlined below.
Grant Amount
Base amount: $16,000 per Preschool Promise slot per year
Transportation enhancement: $1,150 per Preschool Promise slot per year (available to grantees that provide transportation services)
One-time start-up amount: $2,040 per Preschool Promise slot awarded
Grant Duration
July 1, 2026 - June 30, 2027
Eligibility
This Request for Applications (RFA) is open to preschool providers located within the
Eastern Oregon Early Learning Hub (Baker, Malheur, and Wallowa counties) and the
Northwest Early Learning Hub (Clatsop, Columbia, and Tillamook counties) that are
not currently participating in Preschool Promise and are interested in being considered for Preschool Promise slots and placement on the Preschool Promise Eligible Provider List.
Current Preschool Promise providers are already included on the Preschool Promise Eligible Provider List and do not need to apply through this RFA.
