About Hazardous Substance Fee

The Oregon Hazardous Substance Possession Fee funds three programs designed to minimize the use and dangers of hazardous substances in Oregon.

The Oregon Community Right to Know and Protection Act (ORS 453.307-414) identifies hazardous substances in Oregon, where they are stored, and the hazards associated with them. Information is then provided to emergency planners, first responders, and the public to protect the citizens of Oregon, their property, and the environment from the risks associated with these substances.

The Toxic Use Reduction Program encourages pollution prevention through education and technical assistance, reducing the use of toxic chemicals, and reducing hazardous waste. The Orphan Site Clean Up Program protects public health and the environment, including surface water, groundwater, and municipal drinking water supplies. The Hazardous Substance Fee is a major funding source for both programs.

Additional Information

You must notify the Oregon State Fire Marshal (OSFM) if you close, sell, or move your business or have an address change. Changes can be made in CHS Manager, Oregon State Fire Marshal's online hazardous substance portal located at https://oregon.hazconnect.com.

Payment Options

To make a payment go to our web portal, Revenue Online. Find the Quick Links section below the login fields and select Make a payment. You will need one of the following identifiers to pay online:

  • State Fire Marshal Facility ID (found on any letter or statement we've issued about your fee)
  • Federal employer identification number (for business entities)
  • Social Security number (for individual entities)

Payments can be made by check or by credit or debit card. You can pay multiple sites at once using a checking account. You'll need to pay sites individually if using the card option. Please be aware that card payments incur a 2.4 percent vendor service fee.

How to make an online payment

By mail: Please use the provided voucher on the statement of account if you're mailing your payment.

If you are paying for multiple sites, you'll need to submit a spreadsheet with the following information:

  • Each site's location/address,
  • Each site's OSFM facility ID number,
  • Fee amount you're paying for each site, and
  • The total amount of your payment.
