Plan for a Resilient Oregon

Project Overview

The Office of the Governor is developing the Plan for a Resilient Oregon (PRO),a people-centered resilience strategy to help communities around Oregon adapt and thrive in the face of increasingly severe disasters. The PRO aims to be responsive to the unique cultures, demographics, histories, and hazards of Oregon’s diverse regions. The PRO will inform the work of Executive Branch agencies and the Governor’s recommended budget and legislative work for the next biennium.
Project Phases (subject to change)
Project Planning: January- August 2025
In this stage, the PRO team will be onboarding project staff, creating project plans, and creating infrastructure. This stage also includes contracting with researchers at the Oregon Climate Change Research Institute and the Oregon Partnership for Disaster Resilience. Along with University partners, the PRO team is recruiting Community Partners for paid participation in regional focus-group cohorts.
Gathering Information: October 2025-June 2026
During this stage, researchers will analyze existing plans, frameworks and literature, and create prompts for Regional Focus Groups. Community Partners will gather, share best practices, challenges and ideas, and share notes with University Partners.  A statewide Resilience Forum will meet monthly to synthesize input from the regional focus groups, agency partners, and other subject matter experts.   They will provide feedback on draft strategies and plan chapters.  
Writing & Reviewing: July-August 2026
The writing and reviewing stage includes circulating a complete draft for feedback and incorporating any suggested changes.  
Recommendations & Publication: September 2026
The final stage is the publication of the Resilience Plan and Storymap.

The Statewide Resilience Forum will begin meeting in October, on the third Wednesday of the month from 3:00 p.m. Pacific Standard Time. Meetings are held on Zoom and open to the public and you can register here

Regional Resilience Forums

There are five Regional Resilience Forums, each representing a different part of Oregon. Each forum consists of approximately 10 community-based organizations doing resilience work in their local communities, as well as several local government officials. The forums meet monthly to discuss resilience topics, and the Facilitator for each forum represents the insights of their region as a member of the Statewide Resilience Forum.
