Licensing Basics
- Commercial Feed Licenses consist of a facility license and individual product registrations.
- Custom feed formulas are not subject to individual product registration, but manufacturers must have a facility license.
- Licenses and registrations are issued for the calendar year (January 1 through December 31). Fees are not prorated.
- Product labels are required.
- Dog and cat products are exempt from commerical feed licensing and registration, but may qualify as
Animal Remedies.
- New applicants must use a physical form with check or credit card payment.
- Renewals can be made
online during the renewal period.
Facility Licenses
There are three types of facility licenses. If you are unsure which license type to choose, please call the office for assistance.
The annual licensing fee for in-state manufacturers, feeders, and product registrants is based on tonnage made, sold, or used per facility in Oregon. There are no additional tonnage reports to file. See estimated tonnage and annual fee.
The annual licensing fee for out-of-state manufacturers and product registrants is based on total tonnage distributed in Oregon, regardless of the number of manufacturing facilities. There are no additional tonnage reports to file. See estimated tonnage and annual fee.
Oregon does not require periodic tonnage reporting outside of the registration fee. The annual license fee is set by a company's declared tonnage.

Under 5,000 tons $150.00
5,000 to 9,999 tons $300.00
10,000 to 19,999 tons $450.00
20,000 to 29,999 tons $600.00
30,000 tons or more $750.00
Also known as a "distributor-only" license. This license type is for companies who buy and sell registered feed. They do NOT register any products. If your company needs to register products, choose either the in-state or out-of-state maufacturing license. The annual license fee is $150.00.
Non-manufacturers may be:
Wholesale distributors of products made and labeled by others.
Re-labelers who repackage products purchased from another manufacturer.
Retailers who are registering feeds.
Contract feeders who are not manufacturers.
Product Registration
The registration fee for each formula is $40.00.
Every brand and each formula in the following list must be registered when manufactured, compounded, delivered, distributed, sold, offered, or exposed for sale in Oregon. Formulas offered in multiple sized packages do not need to be registered multiple times, as long as the labeling is identical otherwise. However, similar formulas packaged under multiple brands must be registered separately.
- Any material distributed for use as feed
- Any feed ingredient for mixing in animal feeds
- Feed additive concentrates
- Feed additive supplements
- Feed additive premix
- Premixes
The following products are exempt from registration:
- Feed for dogs, cats, birds, or fish maintained as household pets*.
- Unmixed seeds, whole or processed, that are made directly from the entire seed head and are not used to manufacture wild bird feed.
- Hay, straw, stover, cobs, husks, screenings and hulls, when unground and unmixed with other materials.
- Silage, or materials containing at least 60% water.
- Individual chemical compounds not mixed with other materials (excluding phosphate, urea, or ammonium compounds).
- Custom mixed feeds (manufacturing facility fee still applies).
*Pet treats and supplements may be subject to Animal Remedy/Veterinary Product registration in Oregon.
Application Steps
1. Download the
Feed Distributor or Manufacturer License & Feed Product Registration Form.
2. Ensure that your payment includes both location and product fees, and that you've attached a list of products to be registered.
3. Include a copy of each current feed tag or label with your application. Registrations cannot be completed without labels.
4. Fax or mail your application. Please do not email credit card information.
5. Once payment clears, program staff will review each label for compliance with state laws and rules. If required, label changes will be requested by email.
6. When all labels are complient, the reigstration will be finalized.
7. Certificated will be mailed by the ODA Licensing office within a week of approval.
Online Access
You can use the
ODA online licensing portal to:
- ·Renew your license(s).
- Add products to an existing license.
- ·Upload revised labels for existing products.
