Consultations and Permits

Native plants that are listed as threatened or endangered in Oregon are legally protected on all non-federal public lands (ORS 564.105). In accordance with these regulatory protections, land actions on non-federal public lands that result, or may result, in the collection or disturbance of a threatened or endangered plant require either a permit or a consultation with ODA. 

ODA permits and consultation fulfill Oregon's regulatory protection requirements for threatened and endangered plants on non-federal public land, but they do not fulfill regulatory requirements of other agencies and entities that may need to be addressed. Third parties operating on non-federal public land must obtain the same ODA consultations and permits required of land managers to comply with Oregon's threatened and endangered plant protection regulations.
