Heritage Hub Project

Oregon Heritage and the work of the State Historic Preservation Office depends on clear information, shared stewardship and public trust. The Heritage Hub project and the tools it provides are designed to support the heritage preservation community by creating a more connected, transparent and accessible online system that helps partners, communities and staff better protect and understand Oregon’s heritage resources. This project represents a long-term investment in how we document, preserve and share our heritage.

This page will provide updates as the project moves forward.

Current status as of 05/06/2026: Special procurement notice has been posted

What is the Heritage Hub?
The Heritage Hub is an initiative to modernize the tools Oregon Heritage/SHPO uses to manage, track, and share Oregon’s heritage resources. A focus of the project will be the submission processes for Oregon Heritage/SHPO programs. The project begins with an initial release that establishes user centered functionality and a strong foundation for future modules as funding allows.

Why are we doing this?
Over time, OPRD’s Heritage systems have become difficult to maintain, scale, and use consistently. At the same time, technology has changed how Oregonians expect to interact with public resources and services. This project allows us to create a more modern and sustainable foundation that improves transparency, usability, and long-term stewardship of Oregon’s heritage resources.

What is the scope of the initial release?
The initial release will introduce a new public interface and core functionality supporting Review and Compliance work related to Sections 106 and 110, as well as the Survey and Inventory program. These tools will provide more consistent processes and clearer visibility into project information. The initial release is intentionally focused to ensure stability and usability while establishing a foundation for future growth.

Will there be future modules to support additional Oregon Heritage/SHPO programs?
Additional modules are anticipated in the future, but they will depend on available funding, priorities, and lessons learned from the initial release. Over time, all aspects of Oregon Heritage and State Historic Preservation Office work including: Archaeological permits, National Register, Grants and Certified Local Governments, Tax Programs, Oregon Main Street, All-Star Communities, and MentorCorps are expected to be integrated into the Heritage Hub. This incremental approach allows the system to grow responsibly and adapt to our evolving needs.

Will the Heritage Hub be configured or customized?
The project prioritizes configurable solutions ("off the shelf") rather than extensive customization in order to support faster delivery and lower long-term costs. This approach aligns with industry best practices and helps ensure the system remains sustainable over time. Where necessary, our current practices may be adjusted to work effectively within the system’s capabilities.
