Over time, the Nurse Practice Act (NPA) has become a mix of laws and rules that don't always match today's nursing standards.
House Bill 3044, passed in the 2025 legislative session, helped modernize the law so the Oregon State Board of Nursing could update its rules. The updated rules better reflect current nursing practices, improve customer service, and remove barriers to licensure. The changes took effect on January 1, 2026.
