Applying for a Fireworks Permit

Welcome to the fireworks permits webpage. The Oregon State Fire Marshal issues six different types of permits that cover the sale, storage, transport, and public use (display or “special effects") of fireworks across Oregon. Each permit type serves a distinct purpose, from retail sales of consumer-legal fireworks, to large aerial shows, special effects for events or film, animal-scare use, and wholesale operations. Before submitting an application, please review the descriptions below carefully to ensure you choose the correct permit; an outdated or incorrect form may delay processing or result in denial.

General Display Permit

A General Display Fireworks Permit authorizes the outdoor use of 1.3G fireworks, primarily consisting of aerial shells. These displays may also include 1.4G fireworks and special effects fireworks as permitted by law. Fireworks used under this permit are subject to approval and limitations set by the local fire authority.

Operator Requirements​​

Displays must be conducted by a certified general operator with at least one assistant. For current certification details, please visit our Certifications Page.

Permit Conditions

  • Each permit is valid only for the approved date and time of the display, unless revoked or suspended.
  • Only one display is authorized per permit. A seperate permit is required for any additional firings
  • Applications must be submitted at least 15 days prior to the scheduled display.
  • A $100 fee and completed application are required for processing.

  • Submit an After-Display Report within 10 days of the display date

Limited Display Permit

A Limited Display Permit authorizes the outdoor use of 1.4G fireworks for a public or private display. All fireworks used under this permit are subject to approval and limitations set by the local fire authority.

Permit Conditions

  • Applications must be submitted at least 15 days prior to the scheduled display.
  • A $100 fee and completed application are required for processing.​

Special Effects (SPFX) Permit

A Special Effects Display Permit authorizes the use of special effects fireworks for indoor or outdoor displays. These effects involve flammable, combustible, or explosive materials designed to produce visible or audible effects through combustion, explosion, detonation, deflagration, or fire. 

All fireworks used under this permit are subject to approval and limitations set by the local fire authority.

Special effects displays are typically used in connection with:

  • Live performances
  • Events or gatherings
  • Theater, motion pictures, television, or radio productions
  • Other similar venues, with or without a live audience

Permit Conditions​
  • After-show reports are not required for a Special Effects Permits
  • Permits are valid only for the approved date and time of the display unless revoked or suspended.
  • Applications must be submitted at least 15 days prior to the scheduled display.
  • A $100 fee and completed application are required for processing.

Retail Sales Permit

This permit authorizes the holder to purchase Oregon retail fireworks from a licensed wholesaler, and sell retail fireworks during the retail fireworks season. All fireworks used under this permit are subject to approval and limitations set by the local fire authority.

Permit Conditions

  • Permits can be applied for after January 1 of the year the permit is requested.
  • Applications are required to be submitted 15 days in advance of the proposed sale.
  • Because of limited resources in the fireworks program, please postmark applications by April 15.

Local Fire Authority Approval

  • Your application must include a signature from the local fire authority approving both the sales and storage location.

Identification for Outside Sales

  • If you are applying for outside sales, you must provide current photographic identification to the local fire authority.

Retail Sales Period

  • Permits are valid, and retail fireworks sales are allowed from June 23 through July 6, ending at 11:59 p.m. on July 6.
    • Sales may be suspended or revoked if permit conditions are violated.
    • Permits are non-transferable and cannot be leased, sub-leased, or sub-contracted to any other person.​


Wholesale Permit

The Wholesale Permit authorizes the holder to purchase, transport, possess, package, store, and sell retail, display, or agricultural fireworks in Oregon. All fireworks used under this permit are subject to approval and limitations set by the local fire authority.

Payment Options

Applications

  • Renewal Applications: Accepted October 1 – December 18. Applications must be postmarked or received by the Oregon Department of the State Fire Marshal within this timeframe.
  • New Applications: May be submitted at any time, but the permit will be valid only through the end of that calendar year.
  • A complete application is required.
  • Permit fee: $3,000

Permits

  • Permits are valid for the calendar year printed on the permit unless revoked or suspended.
  • Permits are non-transferable and may not be leased, sub-leased, or sub-contracted to another individual or business.
  • Failure to comply with permit conditions may result in suspension or revocation.


Pest Control Permit

A Pest Control Permit authorizes the use of pest control fireworks to deter birds or animals that pose a threat to certain types of properties. This permit requires a completed application.

Pest Control Permit Application

To legally use fireworks for pest control, you must have:

  • A valid Oregon Pest Control Permit
  • A federal license from the Bureau of Alcohol, Tobacco, Firearms, and Explosives (ATF)

​The Oregon permit remains valid until its expiration date unless it is revoked or suspended due to a violation.

Properties must be one of the following:

  • Farms
  • Forests
  • Waste and recycling facilities
  • Airports
  • Golf courses
  • Properties used for the production of commercially valuable fish or seafood
  • Estuaries
  • Properties located outside of incorporated cities; or
  • Other types of properties identified by the State Fire Marshal by rule
