On January 18, 2013, the Motor Carrier Transportation Division (MCTD) mailed out letters to all motor carriers notifying them of a pilot program to distribute Highway Restriction Letters electronically as a default, and only mail letters to carriers who make a request. These letters warn carriers whenever maintenance or construction project work zones restrict the width, height, weight, or length of vehicles. They also warn of anticipated significant delays expected to occur as a result of work zones. The letters are mailed to protect the safety of the workers in the work zones and also to alert permit holders their loads may not be accommodated or to provide an opportunity for a motor carrier to choose alternate routes or delivery dates.
Carriers can now access restriction letters through GovDelivery. This is a free service, eliminating unnecessary paper documents. You chose the information you are interested in receiving and it will come right to your electronic mailbox. In addition to the restriction letters, ODOT offers subscribers more than 50 specialized email alerts for information like trucking advisories, Oregon Motor Carrier Newsletter, Motor Carrier rulemaking, Motor Carrier Transportation Advisory Committee Meeting Notices/Minutes, etc.

Mobility Guidance Document Clarification

This message is intended for all staff in the following divisions: Highway, Motor Carrier, Transportation Development. I ask that administrators for Safety, Rail and Public Transit please share with your staff as appropriate.
During the record construction of the past decade, one of the important commitments ODOT has made is to mobility.
As our mobility program continues to grow and evolve, we have worked to document our commitments and our processes in the Mobility Manual. After many months of working to capture all the commitments and decision making processes in the Mobility Manual, I am concerned that we have lost sight of what works best: direct discussion between ODOT and industry to solve specific issues.
To help facilitate these discussions, I have asked Gregg Dal Ponte to be the single point of contact between industry and ODOT. In this role Gregg will be expected to carry the interests of all of ODOT. My principle expectation is that highway or planning staff will work with the MCTD Mobility Coordinator to reach agreement on the application of our mobility commitments as the agency develops both its projects and its plans. He will also chair the following committees to ensure internal issues are resolved and that ODOT works collaboratively with industry.
- Motor Carrier Transportation Advisory Committee - the forum to raise and work policy issues with industry.
- Weekly meeting (“Wednesday Mobility meetings”) – meeting where specific issues are resolved between Industry and ODOT and project sponsor as appropriate.
- ODOT Mobility Policy Committee – Senior management set process and policy direction for ODOT and resolves issues raised by staff. This committee membership will be comprised of the MCTD Administrator, Highway Division Administrator, TDD Division Administrator and the Deputy Director for Operations.
I have also asked Gregg to document the commitments that ODOT has made. This list will be used to guide our decision making and our interaction with industry. The Mobility Manual is still a valuable tool that outlines many internal decision making processes that should be continued. Gregg will be the owner of this manual and work with the ODOT Mobility policy committee to revise as is needed.
For Gregg to succeed in this role and to be able to represent the agency’s commitment to mobility, he will need the support of all ODOT, specifically the Region Mobility Liaisons, Region Managers, Division Administrators, and technical staff primarily in the divisions of Motor Carrier, Highway and Transportation Development.
