
Oregon Access to Recovery (ATR)
What is Access to Recovery?
Oregon Health Authority, Addictions and Mental Health Division, was successful in securing a four-year $3.3 million-a-year competitive grant award called Access to Recovery.
This is a major federal initiative supported by the Substance Abuse and Mental Health Services Administration (SAMHSA), Center for Substance Abuse Treatment (CSAT).
Oregon Access to Recovery (OR-ATR) is available in seven counties: Multnomah, Washington, Clackamas, Lane, Umatilla, Douglas, and Jackson. OR-ATR offers a choice of clinical and recovery-support services to individuals seeking recovery. These services are also offered within a faith-based context, if that is desired.
OR-ATR is designed to increase an individual's access to services and create a recovery oriented system of care comprised of clinical, community-based and faith-based services. Funding follows the individual through an electronic voucher management system.
Oregon prioritizes the following individuals:
Veterans, particularly returning soldiers from Afghanistan and Iraq.
Parents involved in the child welfare system who have accessed treatment through ITRS.
Individuals transitioning to communities from correctional institutions who have addiction disorders and have either accessed treatment during incarceration or who need both clinical treatment and recovery support services.
The above individuals are a priority but any individual seeking recovery may access the service
