General Information
The Application Process
Oregon uses a two-step grant application process.  A three page brief proposal is due in April.  The Library Services and Technology Act Advisory Council discusses brief proposals in May.  The contact person will receive feedback on the proposal from the Council in June.  If the Council is interested, they will recommend that the State Library Board of Trustees invite the project to develop a full grant proposal, which is due in August.  The State Library Board of Trustees makes the funding decision in October, based upon recommendations from the Council and the State Librarian.  All funded projects support the Oregon Library Services and Technology Act Five-Year State Plan.

The State Library strongly suggests checking allowable cost documentation as you plan your project. Commonly asked questions have been presented in Appendix B.  Links to more detailed information on allowable costs can be found through links under "Allowable Costs."  Please contact Ann Reed at (503) 378-5027 with any questions you may have.

Points of Interest from the Grant Guidelines
  • Projects do not need to be innovative; a good project from another state or area can be replicated. 
  • Projects should utilize local resources first, and be sustainable.
  • There is no dollar limit on requests, but smaller requests may be more readily funded.
  • Indirect charges are limited to 6% of the requested LSTA amount, and must be supported by a current Federally-approved indirect cost plan.
  • Local support (in-kind or cash) is expected from all applicants.
  • LSTA does not replace funding for currently filled positions.
  • LSTA does not fund collection development grants except where materials are part of a strong programming element.
  • LSTA does not cover construction costs (remodeling, architects' fees, land acquisition, siting, electrical work, new furnishings, etc.).

Competitive Grant Types Sought to Fulfill Targets in the 2008-2012 Five-Year Plan
The LSTA Advisory Council welcomes grant proposals that support the 2008-2012 Five-Year Plan, but particularly invites following types of projects mentioned in the Plan.
  • Project to survey current K-18 information literacy education efforts to aid in design of statewide curriculum
  • Planning project to explore creation and implementation of a statewide K-18 information literacy curriculum
  • Projects in readers’ advisory/reference that either develop replicable readers’ advisory and reference models or develop replicable models for topical information literacy training usable by libraries throughout the state, regardless of size
  • Project involving an effective multitype library partnership that supports the encouragement of reading and the adoption of elements of an information literacy curriculum and encourages reading among young adults and adults.
  • Projects that encourage staff exchanges or sharing that enables enhanced services to targeted populations (Hispanic persons, seniors, etc.)
  • Projects that demonstrate new technologies
  • Projects that enable libraries to participate in open-source projects
  • Projects to do a community analysis
  • Projects that replicate successful LSTA projects to target programs and services to fit local communities.
 

Advice for Schools
  • High-profile projects sponsored by the Oregon Association of School Libraries are preferred.
  • Project management by a certified school library media specialist is preferred.
  • LSTA is not a source of replacement funds.
  • Single school or single district automation grants are not funded, except where the school is joining an automation consortium.

April 10, 2009  Brief proposals (Appendix Cor D) due at the State Library by
5:00 p.m.
May 15, 2009 LSTA Advisory Council meets at the Oregon State Library to review proposals and to recommend brief proposals to be invited to submit full proposals.
June 19, 2009 State Library Board meets to approve list of full application invitations.
June, 2009 Invitations to submit full proposals sent.
Aug. 14, 2009  Full grant proposals (Appendix E) due at the State Library by
5:00 p.m.
Sept. 11, 2009 LSTA Advisory Council meets at the Oregon State Library to make recommendations about the LSTA annual program for FFY 2010, including competitive grant awards.  Agenda posted to: http://oregon.gov/OSL/LD/lstacouncil.shtml 
October 16, 2009 State Library Board of Trustees considers recommendations and approves LSTA annual program for FFY2010
October, 2009 Grant awards announced to all applicants.
February 1, 2010 Grant projects begin.


Grant Guidelines

Brief Proposal Forms
Brief grant proposals (Appendix C) are due at the State Library no later than 5:00 pm on April 10, 2009.
 
No exceptions will be made for late items. We suggest calling Mary Mayberry at (503) 378-2525 to confirm the receipt of your proposal. Any proposal not in 12 point Times New Roman with one inch margins, or over three pages long will not be considered.
 
Grantees seeking a second or third year of funding should use the form in Appendix D.
 

Full Proposal Form
Full grant proposals are due at the State Library no later than 5:00 pm on August 14, 2009
No exceptions will be made for late items. Any application not in 12 point Times New Roman with one inch margins will not be considered. If claiming indirect costs, be sure to attach a copy of the relevant portions of a current federally-approved indirect cost plan.
Public libraries, school libraries, and consortia containing public or school libraries submitting full proposals must complete the included Internet Safety Certification.
