Continuity of Operations Planning (COOP)

Announcements:

An important aspect of emergency management is the ability to continue government operations when impacted by an emergency or disaster. To help agencies develop continuity of operations plans, Oregon has a contract to provide (at no cost to eligible organizations) a consistent Web-based platform for continuity of operations planning (COOP).


Veoci - Oregon's Continuity of Operations Planning Solution

The Oregon Department of Emergency Management (in partnership with the Oregon Department of Administrative Services) contracted with Veoci (Vee-oh-see). The Veoci solution supports the full life cycle of emergency management, from planning and preparedness to actual response and recovery and will provide the necessary tools and resources for all eligible State and Non-State agencies to develop fully compliant continuity plans and processes, increasing the readiness and resiliency for Oregonians and the whole community.

*Employees of state agencies with single sign-on (SSO) credentials will log in using their state credentials. All other users will register for an account with Veoci. All state and non-state users must be granted access to plans by their respective side room, room or group administrator.

A portion of the system implementation costs and user licensing is funded by the HSGP for the local/tribal access and remaining costs are covered through general funds.​

The Veoci administrator for your organization can add or remove users within the platform.​

State users can find their administrator in the Veoci Administrators by Agency​ table. Non state users can contact the Statewide COOP Support Team for assistance.

State agency users should contact their help desk. Non-State agency users should use the self-service features on the login page.​​

​Videos, guidance documents and templates can be found in the Resource Links section within the Veoci platform.​​​

​​Bold p​lanning was a previous vendor providing COOP services to agencies in Oregon. While the current platform is Veoci there are still some agencies in Oregon using Bold planning for COOP.​​

Veoci currently has two roles, Administrator and Member, however an enhancement has been approved to add a third role, Observer, which will allow users to access the Veoci environment for collaboration and provide access to the valuable templates and training within the platform.​

Placeholders such as [NAMEABB] and [AGENCY_DIRECTOR] must be entered manually, however we recognize the value and have submitted this as a potential enhancement request to be evaluated by the Veoci team.​

Navigate to the Veoci login page. State users will be guided using multi-factor authentication and single sign on. Non state users can click the Forgot Password link to receive a reset email.​


Trainings, Tools, and Resources

All continuity planners or staff with roles in continuity plans are encouraged to complete IS-1300: Introduction to Continuity of Operations, an independent study course available through the FEMA Emergency Management Institute (https://training.fema.gov/is/courseoverview.aspx?code=IS-1300&lang=en). The course provides an opportunity for participants to increase their understanding of continuity and how to build continuity programs within their organizations or jurisdictions.

 

Virtual, in-person and hybrid training opportunities will be available to support continuity planning and introduce the Veoci system. ​Please refer to The Oregon Department of Emergency Management State Preparedness Calendar to see upcoming trainings happening around the state.​​

The Statewide Continuity of Operations Planning Policy sets forth guidelines requiring all state agencies, individually, and in conjunction with other agencies, to develop, implement, test, maintain and execute Continuity of Operations Plans (COOP). The Continuity Guidance Circulars produced by FEMA (https://www.fema.gov/continuity-guidance-circular-cgc) are the primary reference for COOP for state, local, and tribal emergency management programs. FEMA also offers free online independent study training about COOP through the Emergency Management Institute (https://training.fema.gov/).
