Health Information Technology Oversight Council

Health Information Technology Oversight Council (HITOC)

HITOC was created to ensure health system transformation efforts are supported by Health IT. HITOC is tasked with setting goals and developing a strategic health information technology plan for the state, as well as monitoring progress in achieving those goals and providing oversight for the implementation of the plan. HITOC is also responsible for assessing Oregon's Health IT landscape. The Council, in collaboration with the Oregon Health Authority,

  • Monitors and evaluates the shifting health information technology environment;
  • Makes policy and strategy recommendations;
  • Convenes committees as needed to collect and share information.

Strategic Plan for Health IT

HITOC and OHA are pleased to share that HITOC's Draft Oregon Strategic Plan for Health IT, 2024-2028 is now available!

Oregon's Strategic Plan for Health IT provides high-level priorities, guidance, and direction for health IT over the next five years. HITOC identified the priority work for partners in the health IT landscape to coordinate health IT efforts for the benefit of statewide progress. The plan was developed over a multi-year process involving HITOC meetings, two workgroups, and extensive community engagement (See Community Engagement and Input Report 2018-2023).

The Strategic Plan includes HITOC's Vision, Goals, Principles, Strategies, and Activities for health IT in Oregon. The Strategies focus on patients and consumers, electronic health records (EHRs), health information exchange (HIE), community information exchange (CIE), interoperability, and governance.

The Strategic Plan is for everyone using or impacted by health IT in Oregon, including but not limited to consumers and patients, providers and clinic staff, community-based organizations (CBOs), hospitals, health systems, coordinated care organizations (CCOs) and health insurance plans (payers), technology partners, and state agencies.

The Oregon Health Authority is excited to announce that HITOC is looking for new members!

Deadline and how to apply:

The application is now open and the deadline to apply has been extended to 2/21/2024. To apply, complete both the Membership Application Qualtrics survey and the supplemental membership application (aplicación combinada en español). See the Member Recruitment page for full details.

Please email the supplemental or Spanish application to Laurel Moffat at HITOC.INFO@odhsoha.oregon.gov. The application may also be used to express interest in future workgroups. Questions regarding membership can be sent to Laurel Moffat at Laurel.Moffat@oha.oregon.gov.


Note: Technology vendors are not eligible to serve on HITOC but may be considered for workgroups or subcommittees.
