Temporary Oregon Administrative Rules (OARs) to Replace the ISSR
Temporary Rules that Replace the ISSR:
Three new Administrative Rules replaced the Integrated Services and Supports Rule (ISSR) in August 2013. These new rules set the minimum standards for providers of addictions and mental health services. They are effective August 8, 2013 and will be made final in early 2014. At that time, the ISSR will be permanently repealed.

To gain statewide stakeholder feedback on further rule development and regulatory activities, AMH conducted five regulatory framework stakeholder meetings in September and October 2013. These meetings were held in Medford, Eugene, Bend, Portland and Pendleton. The feedback provided is summarized in the following documents:
