Veterans’ preference

Process

DCBS is committed to honoring the contributions veterans and disabled veterans. As we work together to protect and serve Oregon’s consumers and workers while supporting a positive business climate in the state, we will make sure we include those honored citizens who have provided service to our country.

A veteran or disabled veteran applicant who is not selected for a position can make a written request for an explanation from the hiring agency. The hiring agency must provide a written explanation to the veteran candidate when the written request is made (ORS 408.230).

How is veterans’ preference administered?

DCBS uses an unscored system of evaluating job applications; the statute requires us to devise a method by which the employer gives preference to veterans and disabled veterans. This sorting process takes place in each step of the recruitment process, including initial interview selection, subsequent interview selection, reference checks, and final selection of successful candidates.

Selecting candidates to be interviewed:

For all applicants who meet the minimum qualifications, a sorting process determines which candidates will be interviewed. An example of a sorting process is for the hiring manager to review and sort applications into levels (such as highly desirable, substantially desirable, moderately desirable, possibly desirable, and not desirable), based on desired attributes or other criteria. Once the sorting is complete, veterans preference is given by advancing the application of a veteran one level and advancing the application of a disabled veteran two levels. The hiring manager selects the levels of candidates to be interviewed. Every candidate within the selected levels must be interviewed. The hiring manager must articulate the reason for the determination. This same process is used for every step of the interview process, including the assessment after the interview and determining which candidates move to the next step of the process, reference checking process, and final selection. The hiring manager must articulate the reason for the determination.

Follow up

A veteran or disabled veteran applicant who is not selected for a position may request an explanation from the hiring agency. The request must be in writing and be sent within 30 calendar days of the date the agency informed the applicant that he or she was not selected (OAR 105-040-0015).
