The Office of Small Business Assistance operates as an ombudsman for small businesses and non-profits who have concerns about how they have been treated by state or local government. Secretary of State also highlights many small business resources.
The ODOT Small Business Development program is a race- and gender-neutral program that identifies public improvement projects that are suitable for qualified small businesses to undertake as prime contractors. The program aids participating businesses in competing for ODOT contracts and growing ability, capacity, and experience.

Oregon Association of Minority Entrepreneurs (OAME): Non-profit membership organization with the mission to promote and develop entrepreneurship and economic development by providing support services to small businesses in Oregon and SW Washington.
Professional Business Development Group (PBDG): Membership driven non-profit providing advocacy, resources, and training for disadvantaged businesses in the construction industry.
