Report a Concern About an Early Learning and Care Provider

The Department of Early Learning and Care (DELC) is committed to making sure that public funds are used in a way that promotes child development, health and safety for children, and child care affordability for families.



If a child is in immediate danger, call 911. To report suspected child abuse, contact law enforcement or 855-503-SAFE (7233), open 24 hours a day, seven days a week.


What To Report

Individuals wishing to report concerns about an early learning and care provider receiving funds through DELC may review the options below.

Child Safety

Concerns about child safety:

  • If a child is in immediate danger, call 911.
  • To report suspected child abuse, immediately contact law enforcement or the Oregon Department of Human Services hotline: call 855-503-SAFE (7233). Reports can be made 24 hours a day, seven days a week.

Concerns about provider health and safety standards:

Fraud and Misuse of Funds

Concerns relating to potential fraud and/or misuse of funds:

  • An individual wishing to report credible instances of potential fraud and/or misuse of funds may do so through our online reporting form.
  • DELC conducts reviews for compliance with the terms of the grant agreement and laws/regulations to ensure public dollars are used according to program rules and other state and federal requirements. Learn more about potential fraud or misuse of funds on the Report Fraud webpage.
