Employer News - Meet Frances!
Our new system, Frances Online is now live and supports both unemployment insurance (UI) and Paid Leave Oregon, the new program for family, medical, and safe leave.
Beginning with the third quarter filing in 2022, Frances Online replaces the Oregon Payroll Reporting System (OPRS) and the Employer Account Access (EAA) portal.
The system will start supporting the Statewide Transit Tax (STT) and Paid Leave Oregon contributions in the first quarter of 2023.
You will use Frances Online to:
- Easily update your account information, manage account access and add and make changes to your staff access, and connect your clients to your account.
- File and amend your combined payroll report and find your tax rate and those of your clients.
- View the letters we send you, and send and receive secure messaging from inside the system, and more!

Frances' interactive assistant hangs out in the top right corner of your screen. Available in English and Spanish, it has answers about things like what you'll need to register, how to update your account, how to file your payroll report, and how to submit a business change in status form.

Equivalent plan applications now available
Employers may use the new system to apply for a paid leave equivalent plan. Equivalent plans are for employers that already offer paid leave to their employees and those who are thinking about doing so. To be recognized as an equivalent plan, the plan must provide paid leave benefits that are equal to or greater than those provided by Paid Leave Oregon.
The non-refundable fee for equivalent plans applications is $250.

Are you a Reimbursing Employer?
Most Oregon employers pay unemployment taxes. However, certain non-profit employers and those participating in the Local Government Employer Benefit Trust Fund are “reimbursing employers.” Reimbursing employers reimburse the state unemployment insurance trust fund for benefits their employees receive rather than paying quarterly or annual unemployment contributions.

In our new system, you will have immediate access to your account information including letters, forms, and other communications between you and our agency.
You will be able to see if you have any outstanding reports or amounts owed, including a late filing penalty (automatically applied the day after an employer wage report is due), or a 10% late paying penalty, (applied the day after a payment due date). Additionally, you will be able to reference the updated Form 237B, still called “Statement of Benefit Charges to Employer’s Account” which includes an explanation about any interest and penalties applied.

The Paid Leave Oregon program doesn’t have a ‘reimbursing employer’ option. For each quarterly combined payroll report, all employers will list Paid Leave Oregon wages and pay Paid Leave contributions. Please note that you will remain a reimbursing employer for your unemployment insurance contributions.
