UI Modernization Project Update


 
 

This communication is part of our ongoing commitment to keep you informed of the progress of our agency’s Modernization Program. The goal of our Modernization Program is to replace the aging computer systems that support receipt of unemployment insurance taxes, payment of unemployment insurance benefits, and delivery of employment services. Further, this effort will transform business processes to take advantage of opportunities and benefits available through new system capabilities and better meet the needs of our customers - Oregonians and Oregon businesses.

FROM THE EXECUTIVE SPONSOR

MODERNIZATION ACHIEVES A MAJOR MILESTONE

 

Over the past year, our program team and many of you have been busy laying the foundation for the unemployment insurance project. As we mentioned in our last update, last December we submitted the required artifacts and plans for Stage Gate 2 endorsement to the Office of the State Chief Information Office and Legislative Fiscal OfficeI am thrilled to announce that we officially received approval on February 28, marking another major milestone for our Modernization Program!

 

Stage Gate 2 endorsement affirms that we have successfully completed the foundational, high-level planning phase and allows us to release the Request for Proposal (RFP) and later in the year, negotiate a contract with a vendor. This phase was heavy with program team work focused on document creation and refinement, including many core project plans and processes. A hearty thank you and congratulations to the program team and other key contributors for this good work!

So, what IS in Scope?

One of the questions we’ve been working to answer over the past year is, “what is in and what is not in scope” for modernization. To define scope, or the systems and processes that will be included in this first project, representatives from Tax and Benefits and the Information Technology section created inventories of our current IT systems, system access, and data transfers/interfaces. They then considered where our systems and data intersect with other agencies, their current functionality, and what additional capabilities we would like to see in a future solution. The group also looked for the impacts to our customers, and pain points or opportunities for improvement. 

 

Those inventories were analyzed to identify the agency-supported systems that should be replaced with a new UI solution, those systems that are not in scope for replacement but will require changes or be impacted, and systems that will not be replaced and will not be impacted.
