Workforce Innovation and Opportunity Act (WIOA) Title I in Oregon

The HECC Office of Workforce Investments works with partners to administer federal Workforce Innovation and Opportunity Act (WIOA) funds in Oregon that support programs connecting Oregonians with jobs and training resources statewide. WIOA Title I (WIOA T-I) supports programs that connect adults, dislocated workers, and youth to essential career and training services. Here, you can find background on WIOA T-I in Oregon, learn how you may benefit from these programs, access partner updates and policies, and provide public comment on WIOA T-I policies or waiver requests.  

About the Workforce Innovation and Opportunity Act (WIOA) 


Every year, key programs of the Workforce Innovation and Opportunity Act (WIOA) help job seekers and workers across the United States connect to good jobs and acquire the skills and credentials needed to obtain them. One important component of WIOA Title I is the American Job Center system. In Oregon, American Job Centers are called “WorkSource Oregon Centers.”     

Oregon’s WIOA T-I investment is administered by the HECC Office of Workforce Investments in partnership with the state and local workforce development boards. The WIOA T-I administration is informed by the state’s Workforce and Talent Development Board (WTDB), a public board appointed as prescribed under the Workforce Innovation and Opportunity Act, that helps shape Oregon's strategic workforce plans and policies.

In addition to the workforce programs under WIOA T-I, the HECC also administers federal investments in adult basic skills and education programs under WIOA Title II, and these are led by the HECC Office of Community Colleges and Workforce Development. 

WIOA T-I Resources for Jobseekers and the Public  

If you or someone you know is interested in determining if you are eligible for WIOA grant-funded programs or job training in Oregon, the best place to do so is at a WorkSource Oregon center. Some centers may be serving customers in a limited capacity, so consider making an appointment before you visit.  

Eligibility for many WIOA-funded programs begins with completing an electronic registration. Prospective participants may do that by visiting the link below and clicking on “Create your account.” This is a good first step before visiting a WorkSource Oregon Center.  

Individuals interested in training programs on Oregon’s Eligible Training Provider List can find more information at the link below. 

Note: Individuals and private entities do not directly apply for WIOA-funded support but they benefit from these funded programs through WorkSource Oregon centers. The resources supported by WIOA T-I are among numerous options for exploring postsecondary education and training opportunities in Oregon. WIOA T-I Policies, Partner Guidance, and Public Input Process  


Federal and state law give certain WIOA policymaking authorities to HECC. WIOA law and related federal guidance specify some policy topics; they also allow states the flexibility to create other policies related to the administration of WIOA programs and other activities of federal grant subrecipients.  

Below you can find related WIOA T-I policies and guidance for partners, subrecipients, and training providers, as well as opportunities for public input. (See individual policies for their scope and target audience.) 

Policies posted here are considered finalized, approved, and active. For a list of any policies currently open for comments, please see “Policies Currently Open for Public Comment” below. After a policy is finalized, members of the public are welcome to share feedback on the policy at any time by emailing hecc.owi-workforce-policy@hecc.oregon.gov. Feedback received outside of the formal public comment period may be considered during a future revision of the policy. ​  

The HECC Office of Workforce Investments (OWI) allows approximately 30 days for public comment on policies. Anyone may submit a public comment on policies listed in this section by emailing hecc.owi-workforce-policy@hecc.oregon.gov​

WIOA Waiver and Public Input Process 

To ensure WIOA T-I programs can be implemented with flexibility for state and local governments, the U.S. Department of Labor allows states to submit requests to waive implementation of certain WIOA T-I requirements. Learn more about the waiver process here

The HECC posts current WIOA waivers on this page to keep partners and training providers informed of their status. We also welcome review and input from our partners on waiver requests that have not yet been submitted to the U.S. Department of Labor for approval.
