The Oregon State Police Cold Case Unit is responsible for vetting, researching, and investigating unsolved homicides, missing persons, and unidentified human remains cases. Emphasis is placed on cases based on a series of solvability criteria, including but not limited to actionable leads, availability of forensic evidence, surviving witnesses, and completeness of historical documents.
The unit deconflicts and coordinates administrative and investigative action for OSP-led cold cases. It is housed at OSP's General Headquarters and is currently staffed by a detective sergeant, a detective, and an analyst, with plans for additional staffing in the future.

The body of Lila Mack was found on Second Street in Baker City, Oregon. It appeared that she had been dragged to that location. The victim had been shot and stabbed multiple times. Witnesses nearby reported hearing gunshots and screams around 8:45 p.m., and then seeing a man crouching over the body before fleeing the area on foot.

On Sept. 14, 1946, between 7 and 7:30 p.m., Cora Rogers was beaten to death with a hammer and strangled with baling wire. The incident occurred at the Greenleaf Market on Highway 36, east of Deadwood in Lane County. Her body was not discovered until Sept. 15, 1946. Cash was stolen from the market’s cash register. A transient who lived across the road from the store was reportedly seen inside the market on the night of the murder. The transient was never identified.

A partially decomposed body was found in the frozen Snake River near Nyssa, Oregon, on Jan. 15, 1949. The victim died of four gunshot wounds to the head from a .22-caliber firearm. The victim was between 40 and 50 years old, of unknown race, 5 feet 1 inch tall, and weighed between 140 and 145 pounds, with black hair. The victim was never identified, and no suspects were ever developed.

On May 30, 1953, Emery Earl Tomlinson left Walt's Tavern and was found about 10 minutes later lying in the street. He died at the hospital on June 10, 1953. An autopsy showed severe head injuries consistent with being struck multiple times by an object, not a fall. A witness saw an unknown suspect hit the victim, causing him to fall, but that suspect was never identified.

On Aug. 11, 1968, a man was bulldozing a driveway off U.S. Highway 30 near milepost 55.5 when the dozer uncovered a decomposing body wrapped in bedding and a rug. The unidentified body had a .25-caliber gunshot wound to the back of the head. Other evidence suspected of being related to the case was found at a dumpsite about 8 miles away. Suspects were developed, but no arrests were made. The victim has never been identified.

On Feb. 21, 1970, the remains of an unidentified female were found on Sauvie Island in Columbia County, Oregon. The girl's skull was crushed, and her body was decomposed. In February 2024, forensic scientists confirmed the remains were those of Sandra Young. Although Sandra was finally identified, her homicide remains unsolved.

On Sept. 16, 1972, Richard Allen Campbell was shot through the neck during a hunting trip with friends. Campbell's friends were back at the meeting point, waiting for him, when they heard shots. They eventually went looking for Richard and ultimately found him dead. A “freshly fired" .30-30 shell casing was found 86 feet from the body. It's unknown whether the shooting was intentional or accidental. Regardless, the shooter has never been identified.

On Oct. 30, 1998, an unidentified deceased female was found in the forest near 24243 Bolton Hill Road in Lane County, Oregon. She had been burned and stabbed. The body was later identified through dental records as Ceceilia Hostetler.

Lisa Danein Boggs (Born March 28, 1963)
Lisa Boggs and her boyfriend, Randolph Robertson, left their home state of Missouri on May 7, 1979. They arrived in Salem, Oregon, on May 9, 1979, and lived at a transient camp on property near the KOA at 1595 Lancaster Drive. On June 7, 1979, Salem police were called to the KOA for a homicide (SPD case No. 79-29850). Officers found that Randolph Robertson, Lisa Boggs' boyfriend and the father of their infant child (who remained in Missouri), had been murdered by two shotgun blasts. Lisa Boggs was not with him.
On June 13, 1979, Lisa Boggs' body was discovered in a creek 17.5 miles up Little North Fork Road off Highway 22E in Marion County, Oregon. Her body was found on her back, with her head submerged in 11 inches of water and held in place by a large rock. The cause of death was drowning, though she had also sustained a blunt-force injury to the skull behind her left ear. Investigators believe her body had not been at the location since Robertson's homicide. This case is currently assigned to a detective with the Oregon State Police.

On Jan. 8, 1985, the skeletal remains of James Kelly were found in a ditch near Adair Village in Benton County, Oregon. He had been shot to death with a .38-caliber weapon. Kelly was heavily involved in the drug community, including with some dangerous individuals. The case is currently assigned to an Oregon State Police detective.
