Cold Case Unit

The Oregon State Police Cold Case Unit is responsible for vetting, researching, and investigating unsolved homicides, missing persons, and unidentified human remains cases. Emphasis is placed on cases based on a series of solvability criteria, including but not limited to actionable leads, availability of forensic evidence, surviving witnesses, and completeness of historical documents. 

The unit deconflicts and coordinates administrative and investigative action for OSP-led cold cases. It is housed at OSP's General Headquarters and is currently staffed by a detective sergeant, a detective, and an analyst, with plans for additional staffing in the future.

Patrick Kelly (Born 1891)​​

Patrick Kelly was shot in his store in Sylvan, Oregon, during what appeared to be a robbery. He had been forced to sit down, and the gun was placed against the rim of his hat and fired. About $200 was missing from the cash box.​

Lilah Agnes Mack (Born 1901)​​

The body of Lila Mack was found on Second Street in Baker City, Oregon. It appeared that she had been dragged to that location. The victim had been shot and stabbed multiple times. Witnesses nearby reported hearing gunshots and screams around 8:45 p.m., and then seeing a man crouching over the body before fleeing the area on foot.​

Cora M Rogers (Born Nov. 5, 1888)​

On Sept. 14, 1946, between 7 and 7:30 p.m., Cora Rogers was beaten to death with a hammer and strangled with baling wire. The incident occurred at the Greenleaf Market on Highway 36, east of Deadwood in Lane County. Her body was not discovered until Sept. 15, 1946. Cash was stolen from the market’s cash register. A transient who lived across the road from the store was reportedly seen inside the market on the night of the murder. The transient was never identified.

Case Summary

​A partially decomposed body was found in the frozen Snake River near Nyssa, Oregon, on Jan. 15, 1949. The victim died of four gunshot wounds to the head from a .22-caliber firearm. The victim was between 40 and 50 years old, of unknown race, 5 feet 1 inch tall, and weighed between 140 and 145 pounds, with black hair. The victim was never identified, and no suspects were ever developed.​

Emery Earl Tomlinson (Born Oct. 18, 1883)​​

On May 30, 1953, Emery Earl Tomlinson left Walt's Tavern and was found about 10 minutes later lying in the street. He died at the hospital on June 10, 1953. An autopsy showed severe head injuries consistent with being struck multiple times by an object, not a fall. A witness saw an unknown suspect hit the victim, causing him to fall, but that suspect was never identified.​

Alice Louise Lee (Born June 3, 1953)​

Alice Louise Lee was last seen on Aug. 29, 1960, at a bean yard in Trent, Oregon. She was there with her family and many other full-time workers. A full-scale search effort failed to find her alive. Her body was found on Sept. 16, 1960, partially buried, strangled to death, and naked, not far from where she went missing. This case is associated with Lane County Sheriff's Office case No. 60-22000.

Philipp Gustave Reinhardt (Born June 13, 1891)​

​On Aug. 4, 1963, Philipp Reinhardt and his wife got into an argument, after which he left the house “in a huff" and was never seen again. On Aug. 7, 1963, Reinhardt was reported missing to the Oregon State Police. On Aug. 11, 1963, his body was found in Jefferson County, in a canal near Powell Butte. He had multiple fractures to the skull and ribs from blunt and sharp force trauma.​

John James Jacobs (Born Oct. 12, 1925)​​

On Aug. 11, 1967, two boys found the body of John James Jacobs lying in a field in Madras, Oregon. The cause of death was blunt force trauma to the head. Jacobs was last seen by a few associates on July 26, 1967.​

​On Aug. 11, 1968, a man was bulldozing a driveway off U.S. Highway 30 near milepost 55.5 when the dozer uncovered a decomposing body wrapped in bedding and a rug. The unidentified body had a .25-caliber gunshot wound to the back of the head. Other evidence suspected of being related to the case was found at a dumpsite about 8 miles away. Suspects were developed, but no arrests were made. The victim has never been identified.​

Beverly Annette Gayley (Born April 23, 1914)​

The body of Beverly Annette Gayley was found in a wind cave in Deschutes County, Oregon. She was covered with a bedspread and rocks and had a ligature wrapped around her neck. A significant amount of blood was found in Gayley's home, as well as in the trunk of her car. Suspects were developed, but no arrests were made.​

Sandra Young (Born June 25, 1951)​

On Feb. 21, 1970, the remains of an unidentified female were found on Sauvie Island in Columbia County, Oregon. The girl's skull was crushed, and her body was decomposed. In February 2024, forensic scientists confirmed the remains were those of Sandra Young. Although Sandra was finally identified, her homicide remains unsolved.

Case Summary

Richard Allen Campbell (Born June 10, 1949)

On Sept. 16, 1972, Richard Allen Campbell was shot through the neck during a hunting trip with friends. Campbell's friends were back at the meeting point, waiting for him, when they heard shots. They eventually went looking for Richard and ultimately found him dead. A “freshly fired" .30-30 shell casing was found 86 feet from the body. It's unknown whether the shooting was intentional or accidental. Regardless, the shooter has never been identified.​​

Ernest Lee Walling (Born June 23, 1903)​

On Aug. 20, 1974, Ernest Walling, a retired railroad employee, was apparently sleeping in his car along Highway 35 near Parkdale, Oregon, when he was shot in the eye during the early morning hours. He was found dead by a truck driver. He wasn't robbed, and his car wasn't stolen.​​

The Cowden family was reported missing on Sept. 2, 1974. They were on a camping trip near Copper, Oregon, in Jackson County. They were last seen alive on Aug. 31, 1974, at a store in Copper. Their bodies were found in or near a cave on April 13, 1975. Belinda and David died from gunshot wounds, and Melissa died from severe head trauma. Richard's cause of death was undetermined due to decomposition. Their ages were: Richard – 28, Belinda – 22, David – 5, and Melissa – 5 months. This case is currently being investigated by an Oregon State Police detective.​

​Freeman Theodore Gatchet (Born March 30, 1911)

On Feb. 10, 1975, Freeman Theodore Gatchet was found deceased in his residence in Curry County, Oregon. He had suffered numerous blows to the head from blunt and sharp instruments. A significant amount of cash was stolen from his residence. Multiple suspects were investigated, but no arrests were made.

Ceceilia Louise Hostetler (born Aug. 2, 1947) was last seen alive on March 26, 1975. She was leaving the Embers restaurant in Eugene, Oregon, and got into a vehicle with another person whom she appeared to know. Hostetler was reported missing to the Oregon State Police on March 29, 1975. On Oct. 30, 1998, an unidentified deceased female was found in the forest near 24243 Bolton Hill Road in Lane County, Oregon. She had been burned and stabbed. The body was later identified through dental records as Ceceilia Hostetler.

​Caroletta Spencer (Born May 21, 1957)

On May 20, 1975, at 7:30 a.m., Caroletta Spencer's body was found on a gravel road on Sauvie Island in Oregon. She had been shot four times. Spencer was a 17-year-old Portland sex worker. She was likely killed earlier that morning, as she was last seen at Fred's Place Bar in Portland around 2:20 a.m. Spencer was known to occasionally steal money from her clients. She was last in contact with friends the morning of her death.

Richard Allen Sittel was last seen on Aug. 2, 1975, at McIver State Park, attending a beer party with the Brother Speed Motorcycle Club. He was reported missing on Aug. 3, 1975. In the early morning hours of Aug. 5, 1975, Sittel's body was found at McIver State Park. The cause of death was blunt force trauma to the head and chest, and terminal bronchopneumonia, which was believed to be trauma-related.

On Oct. 28, 1975, Deborah McNoise-James was found deceased at the 97 Trailer Court in Klamath County, Oregon. McNoise-James had lacerations to her head, neck, arms, and leg, as well as trauma to her larynx. Suspects were initially identified, and the case was presented to a grand jury, but no indictments were issued. This case is currently being investigated by an Oregon State Police detective.

On June 30, 1976, Julie Ann Beardslee failed to attend a regularly scheduled Bible study class in Astoria, Oregon. Her vehicle was found on July 1, 1976, at Fort Stevens State Park. Her body was discovered by hikers on July 12, 1976, near Coffenbury Lake in Clatsop County, Oregon. She had been stabbed, and her throat had been cut.

Lisa Danein Boggs (Born March 28, 1963)

Lisa Boggs and her boyfriend, Randolph Robertson, left their home state of Missouri on May 7, 1979. They arrived in Salem, Oregon, on May 9, 1979, and lived at a transient camp on property near the KOA at 1595 Lancaster Drive. On June 7, 1979, Salem police were called to the KOA for a homicide (SPD case No. 79-29850). Officers found that Randolph Robertson, Lisa Boggs' boyfriend and the father of their infant child (who remained in Missouri), had been murdered by two shotgun blasts. Lisa Boggs was not with him.

On June 13, 1979, Lisa Boggs' body was discovered in a creek 17.5 miles up Little North Fork Road off Highway 22E in Marion County, Oregon. Her body was found on her back, with her head submerged in 11 inches of water and held in place by a large rock. The cause of death was drowning, though she had also sustained a blunt-force injury to the skull behind her left ear. Investigators believe her body had not been at the location since Robertson's homicide. This case is currently assigned to a detective with the Oregon State Police.

​On Jan. 23, 1980, the body of Steven Michael Wilber was discovered in his Rainier, Oregon, home by an acquaintance. He had been shot several times. Drugs and drug paraphernalia were found near the body. Wilber was reportedly a mid-level drug dealer.​

On June 4, 1980, Joan Carolyn Eleckel was shot in the head while sitting in her vehicle at her residence in Umatilla County, Oregon. The bank money bags she was reportedly carrying were found empty at the scene. She was discovered by her husband. Suspects were developed, but no indictments were issued.

On consecutive days in July 1980, the bodies of Michael Sean O'Fallon and Larry Eugene Parks were found at separate locations near Interstate 5 in Marion County, Oregon. Evidence at both scenes matched the pattern of known serial killer Randy Kraft. Kraft is currently incarcerated in California for 16 murders and is suspected of committing more than 60. He has never been prosecuted for the deaths of O'Fallon and Parks; however, there are no other known suspects in either case. These cases are currently assigned to an Oregon State Police detective.

Larry Eugene Parks had remained an unidentified John Doe until 2024, when forensic investigative genetic genealogy was used to confirm his identity.

“Baby Doe" was found in Linn County, Oregon, off Highway 164 near Jefferson, by the railroad tracks. The newborn was found wrapped in plastic and had likely been there for about five days. An investigation showed the baby was born alive and then abandoned.

James Clinton Kelly was last seen on June 6, 1984, at around 1 a.m. He was hanging out with a friend when he disappeared after saying he would be right back. Kelly had apparently called another friend to say he would be right over, but he never arrived at his destination. He wasn't reported missing due to his lifestyle.

On Jan. 8, 1985, the skeletal remains of James Kelly were found in a ditch near Adair Village in Benton County, Oregon. He had been shot to death with a .38-caliber weapon. Kelly was heavily involved in the drug community, including with some dangerous individuals. The case is currently assigned to an Oregon State Police detective.

Alfred Vernon Houle (Born June 1, 1929)

On Sept. 7, 1985, Alfred Vernon Houle was found stabbed to death at the Baldock rest area on Interstate 5 in Clackamas County, Oregon. His vehicle was not stolen, and he did not appear to have been robbed. Houle was traveling from Seattle to visit a friend in Oregon. ​George Vester Young (Born Feb. 24, 1914)

On March 28, 1986, the skeletal remains of George Vester Young were found in a transient camp, buried in a shallow grave. The cause of death was reported to be a gunshot wound, along with other non-fatal injuries. He most likely died in mid-1985. No legitimate suspects were ever developed.

On Aug. 20, 1986, the remains of Norberto Cruz Rodriguez were found in a wooded area near Highway 97 in Chemult, Oregon. Rodriguez was a Mexican national living in Los Angeles, California. He had been shot three times in the face with a small-caliber firearm and had several fractured ribs. Suspects were developed, but no indictments were issued. Gerald Lawrence Flurie (Born July 18, 1921)

On Sept. 12, 1986, the body of Gerald Lawrence Flurie was found in a shallow grave on his property in Deschutes County, Oregon. His house had been burglarized, and his truck was stolen. Two suspects were developed. The investigation has recently been reopened and is currently assigned to an Oregon State Police detective.

Lia Szubert was last seen at a truck stop in Mountain Home, Idaho, on June 9, 1987, in her Volkswagen Beetle. Szubert's body was found on June 13, 1987, down an embankment off Interstate 84 in Union County, Oregon. The cause of death was listed as homicidal violence of undetermined type. The case is still being investigated by Oregon State Police detectives.

On Nov. 27, 1987, the body of French national Alain Malessard, a bicyclist, was discovered in a tent at the Neskowin Creek Campground on Slab Creek Road in Tillamook County, Oregon. Malessard was the victim of homicidal violence. The case is currently assigned to an Oregon State Police detective.

Candice Michelle Roy (Born Oct. 13, 1970)

On June 6, 1988, at approximately 1:55 p.m., the body of Candice Roy was discovered in a brushy area near the intersection of Hoyt Avenue and Castrey Street in the north River Road area of Lane County, Oregon. An autopsy revealed that Candice died of asphyxiation due to strangulation. She had also been sexually assaulted. The case is actively being investigated by an Oregon State Police detective.

Warren Charles Essy was reported missing to the Clackamas County Sheriff's Office on Oct. 12, 1988. He had been camping with friends near Florence, Oregon, when he disappeared. His body was found on Oct. 27, 1988, near the Siuslaw River outside Florence. Essy died of manual strangulation. He was heavily involved in the drug community at the time of his death.

Willie Sam Jr. (Born Aug. 7, 1965)

Sam Willie Jr.'s partial remains were found in a wooded area near the Warm Springs Reservation on Sept. 27, 1990. The rest of his remains were discovered on Nov. 10, 1990. Willie was shot three to four times in the head with both a .22-caliber and a .38- or 9mm-caliber firearm. He was on probation and hadn't checked in since March 1990. It is unknown when or where he was murdered.

Debra Kay Connor went missing on May 13, 1990. She was last seen at a bar with her boyfriend that night. Her boyfriend wanted to go home, but she stayed with some friends. On Sept. 9, 1992, the bodies of Sharrelan Presswood, Heather Wixon, and Jeffrey Wixon were found in a wooded area near Elk Creek Road and Lost Creek Road in Rainier, Oregon. They were all found naked. Presswood and her children hadn't been seen since late August, possibly Aug. 22. Presswood was pregnant when she was murdered. She died by asphyxiation. The cause of death for the two children is unknown. The case is currently assigned to an Oregon State Police detective for investigation.

On Jan. 27, 2006, Jonathan Peters drove to Coos Bay, Oregon, with some associates to help a friend with manual labor for a few days. While in Coos Bay, Peters' behavior reportedly began to change, and he ran away from the place where they were staying. He was reported missing to the Coos County Sheriff's Office. Search and rescue were activated, but they were unable to find him. On July 20, 2006, Peters' body was found not far from where he had been reported missing. The cause of death was sharp-force trauma.
