Contracts and Procurement, a part of the Procurement, Facilities, and Logistics Section at Oregon PERS, conducts all purchases of goods and services for the agency.

How to do business with PERS

PERS contracting and procurement processes are subject to the rules and regulations of the Oregon Public Procurement Code in Oregon Revised Statute (ORS) 279. Contracts are established through a variety of solicitation methods, including Invitation to Bid (ITB), Request for Proposal (RFP), and Request for Quotes (RFQ).

Contracting options

The Oregon Department of Administrative Services (DAS)/Enterprise Goods and Services State Procurement Section grants PERS purchasing authority based upon the monetary value of the resultant contract. Solicitations valued at more than $10,000 are publicly advertised in State of Oregon's Purchasing Information Network (ORPIN). A summary of that authority includes:

$9,999 or Less

Procurement has discretion to purchase and/or contract without obtaining competitive quotes for these purchases. For procurements between $5,000 and $9,999, notices will be posted in ORPIN and with the Director of Economic and Business Equity for Oregon Minority, Women, and Emerging Small Business (OMWESB).

$10,000 to $149,999

Procurement may purchase and/or contract within these thresholds by obtaining at least three competitive quotes for these procurements. Notification to the Oregon Minority, Women, and Emerging Small Business (OMWESB) is also required.

More than $150,000

The Oregon Public Procurement Code requires formal competition for all contracts over $150,000. All solicitations are advertised on the ORPIN system. Notification to the Oregon Minority, Women, and Emerging Small Business (OMWESB) is also required.

PERS uses a variety of goods and services that fulfill needs of both our agency and our customers, focusing on services to maintain our benefits database and ensure accuracy in our services.

Opportunities include:

  • IT consulting and programming
  • IT hardware and software
  • Trade services to support facilities operations and maintenance
  • Courier
  • Mail presort
  • Medical documentation review
  • Health insurance consulting and third-party administrator services
  • Deferred compensation consulting and third-party administration services

Current contracting opportunities

To see contract opportunities for PERS and other state agencies, go to the State Procurement Office website (www.oregon.gov/DAS/EGS/PS/pages/index.aspx), and under "ORPIN Information" and "Using ORPIN to Find Business Opportunities," click on the Log in to ORPIN button.

On the ORPIN login page, click on the Browse link in the left sidebar, and then click on the Browse Opportunities link. Here you can choose to search for solicitations by Open Opportunities, By Organization, or By Product/Service.
