HB 2492

Federal Tax Reconnect
Updates connection date to federal Internal Revenue Code and other provisions of federal tax law. For purposes of earned income tax credit, retains connection date of December 31, 2011. Takes effect on 91st day following adjournment sine die.

HB 3243

OPSRP Vesting for Specific Death During Employment
Allows certain deceased members of Public Employees Retirement System to be considered vested for all purposes under pension program of Oregon Public Service Retirement Plan. Requires application within 60 days after effective date of Act. Declares emergency, effective on passage.

HB 3487

OPSRP Vesting Upon Death During Employment
Provides that person who is active member of Public Employees Retirement System at time of death is vested under pension program of Oregon Public Service Retirement Plan if employer certifies to Public Employees Retirement Board that person was killed in course and scope of employment. Declares emergency, effective on passage.

SB 268

Contributions for Higher Education Supplemental Retirement Benefits
Allows amounts contributed for employee by State Board of Higher Education or Oregon Health and Science University Board of Directors for supplemental retirement benefits to be transferred to Public Employees Retirement Fund to offset liabilities for employer contributions of board if employee separates from service of board before certain period elapses. Declares emergency, effective on passage.

SB 565

OHSU Police Force
Modifies authority of Oregon Health and Science University to establish police force. Provides that persons commissioned as police officers by university be treated as police officers for purposes of benefits under Public Employees Retirement System. Declares emergency, effective on passage.

SB 771

Judge Member Beneficiary Designations
Allows judge member of Public Employees Retirement System to designate more than one beneficiary to receive retirement benefits after judge's death. Declares emergency, effective on passage.

SB 822

COLA and Tax Remedy
Modifies cost-of-living adjustment under Public Employees Retirement System. Prohibits Public Employees Retirement Board from paying increased retirement benefits resulting from state income taxation of payments made by board if person receiving payments does not pay Oregon income tax on benefits. Removes limitations on prohibition relating to date of retirement. Imposes similar prohibition for certain public employers that provide retirement benefits for police officers and firefighters other than by participation in Public Employees Retirement System. Directs Public Employees Retirement Board to recalculate employer contribution rates to reflect savings attributable to Act. Limits expenditures by Public Employees Retirement System, for biennium beginning July 1, 2013, for administrative and operating expenses incurred in implementing Act. Provides for expedited review by Supreme Court upon petition by adversely affected party. Declares emergency, effective on passage.

SB 5537

PERS Budget
Limits certain biennial expenditures from fees, moneys or other revenues, including Miscellaneous Receipts, but excluding lottery funds and federal funds, collected or received by Public Employees Retirement System. Authorizes specified nonlimited expenditures. Declares emergency, effective July 1, 2013.
