Introduction
The
Oregon State Legislature enacted only two bills impacting PERS in 2026.
House Bill (HB) 5204
PERS budget adjustments
Lawmakers typically work on state agency budgets during the Legislature’s longer, odd-year sessions. In between those long sessions, agencies sometimes experience changes that require budgetary adjustments by lawmakers during the Legislature’s short sessions. HB 5204 makes interim budgetary adjustments for PERS. The bill increases budget allocation in the agency’s modernization program and allocated additional funding to partially cover mandatory salary increases among all state employees. This is known as a “salary pot” and is given to all executive branch agencies.

Senate Bill (SB) 1507
Federal tax reconnect bill
SB 1507 updates the “connection date” to the Internal Revenue Code to December 31, 2025, or January 1, 2026, depending on the current language in the relevant statute. This code is federal tax law, and a connection date helps identify the version of the code that the state of Oregon references in its own laws, including the Oregon statutes governing PERS.
