How to Offer PMAP

All property managers must complete the 27-hour Property Manager Advanced Practices (PMAP) course when they:

Renew their active license for the first time, or
Renew or reactive their license and have never completed the PMAP course before.

Beginning January 1, 2026, all Advanced Practices courses, including PMAP, must consist of at least 26 hours. This change accounts for the new State and Federal Fair Housing course requirement.

Requirements to offer PMAP

You must be a Certified Continuing Education Provider.
Your course must be developed based on the approved PMAP outline and learning objectives.
The course must be approved by the Oregon Real Estate Agency.

PMAP course approval process

Develop course based on the approved PMAP outline.
Log into eLicense and choose the "CEP Course Update" application.
Upload the following into eLicense.

Completed PMAP course checklist.
Table of contents or other document to assist reviewer in navigating the course content.
Complete course (For distance education, this can be screenshots or access to the online course).
Final exams with answer keys.
Completed Instructor Qualification Form for each instructor who will be available to answer students' questions.

Responsibilities of a provider offering PMAP

Certified Continuing Education Providers offering PMAP have the following responsibilities:

Include "Property Manager Advanced Practices" on all documents relating to the course, including certificates of attendance (PDF).
Ensure that the course meets the minimum length requirement of 26 hours. The instructor may allow a break of no more than 10 minutes as part of each hour of instruction.
Assign each course an identifying course number. (Any number is acceptable. Each course must have its own number.)
Ensure that each instructor who teaches the course completes and signs the Instructor Qualifications Form.
Give each licensee who completes a course a completed certificate of attendance (PDF) containing specific information on the provider, instructor, and course per OAR 863-020-0050.
Keep detailed records of each course provided for three years as required by OAR 863-020-0055.
Notify the Agency of any changes to the information originally submitted as part of the certification process by logging into eLicense and submitting the changes.
Notify Agency if certified continuing education provider discontinues offering the course by logging into eLicense
Notify Agency if certified continuing education provider no longer meets the qualifications to be a certified continuing education provider in OAR 863-020-0020 by logging into eLicense
