How to Offer the State and Federal Fair Housing Course

Beginning January 1, 2026, all real estate brokers, principal brokers, and property managers must complete the 2-hour State and Federal Fair Housing Course to renew an active license in Oregon.

Requirements to offer Fair Housing Course

You must be a Certified Continuing Education Provider.
The course must be developed based on the 2026-2027 State and Federal Fair Housing Course outline and objectives approved by the Oregon Real Estate Board.
You must notify the Agency that you are offering Fair Housing by logging into your eLicense account. Please note: If you have multiple eLicense accounts, you must use your Certified Continuing Education Provider account.

Responsibilities of a Fair Housing Course provider

Include the name of the course, "Fair Housing Required Course 2026-2027," on all documents relating to the course including certificates of attendance.
Inform the Real Estate Agency that it is offering the course by logging into eLicense and submitting the change. The Agency will post this information on its website. (OAR 863-020-0030)
Ensure that the course meets the minimum length requirement of 2 hours. The instructor may allow a break of no more than 10 minutes as part of each hour of instruction.
Assign each course a unique identifying course number. Each course must have its own number.
Ensure that each instructor who teaches the course completes and signs the Continuing Education Instructor Qualifications Form required by OAR 863-020-0050 and meets the qualifications under OAR 863-020-0060.
Give each licensee who completes a course a completed certificate of attendance containing information on the provider, instructor, and course as required by OAR 863-020-0050.
Keep detailed records of each course provided for three years as required by OAR 863-020-0055.
Notify the Agency of any changes to the information originally submitted as part of the certification process by logging into eLicense and submitting the changes.
Notify Agency if certified continuing education provider discontinues offering the Fair Housing course by logging into eLicense.
Notify Agency if certified continuing education provider no longer meets the qualifications to be a certified continuing education provider in OAR 863-020-0020 by logging into eLicense and submitting the change.
