A primary role of the Workforce and Talent Development Board (WTDB) is to be the Governor’s core advisor for the interconnection and alignment of education, training, and workforce development in order to realize equitable prosperity for all.

This involves information gathering, analysis, and reporting regarding current issues and future trends to guide and shape workforce strategy and policy development for Oregon.

Talent Assessments

The WTDB’s Talent Assessments significantly engage business and industry leaders, build-upon and add value to the Oregon Employment Department’s Long-Term Employment Projections, and support a new adult education and training attainment goal for Oregonians. The talent development work is focused on identifying in-demand occupations and skills, current and future talent needs and gaps, engaging the voice of business and industry, and including public workforce system stakeholders.

CIC Assessments

The Oregon Legislature passed, and Governor Brown signed into law, Senate Bill 623 (2021), requiring the WTDB and the state’s nine Local Workforce Development Boards to jointly create a Continuous Improvement Committee (CIC) to assess the effectiveness of Oregon’s public workforce development system, or WorkSource Oregon (WSO). The CIC is responsible for completing a continuous improvement assessment of WSO every even-numbered year, with an initial baseline assessment completed in 2021.

WTDB Research and Reports

The WTDB has commissioned key thought-leaders to develop a series of reports and papers regarding current workforce and economic issues including impacts resulting from the COVID-19 pandemic. These are important resources informing strategy development and implementation.

The goal is to provide quality information that helps customers make informed choices. Workforce development policy makers are a key Research customer group, particularly serving the labor market information needs of state and local Workforce Investment Boards.

Higher Education Coordinating Commission Research

The Higher Education Coordinating Commission (HECC) is responsible for conducting data collection, analysis, reporting, and research on all sectors of postsecondary education in Oregon. The HECC data resources are used to inform policy and funding decisions, and to uphold important requirements for transparency and accountability in an effort to achieve Oregon’s state goals for higher education.

Office of Economic Analysis

The Office of Economic Analysis (OEA) provides objective forecasts of the state’s economy, revenue, population, corrections population, and Youth Authority population. These forecasts are used by the Governor, the Legislature, state agencies, and the public to achieve their goals. In addition to these four forecasts, OEA also manages the Oregon Highway Cost Allocation Study and produces the Oregon Population Survey.
