City and County Transportation Planning
Program Overview

Cities and Counties prepare Transportation System Plans (TSP’s) in cooperation with the Oregon Department of Transportation (ODOT).

The plan inventories the transportation network and identifies future improvements and projects. The TSP provides a long-term plan for improvements and management of state highways as well as city and county arterials, collectors, and local streets.

The TSP complements the land use designations and policies of the local government’s comprehensive plan. Together, the comprehensive plan and the TSP provide a framework to ensure the transportation network of cities and counties works for the 20-year planning horizon.

TSPs cover all modes, including aviation, automobiles and trucks, bicycles, and pedestrians, among others.

Sherman County  is the only local jurisdiction in Region 4 with a TSP available in Portable Document Format (PDF ).

The Oregon Department of Transportation provides guidance to local governments for the preparation and update of Transportation System Plans.
