The first phase of the Delta Park project involves widening 1-5 southbound to three lanes between Victory Boulevard and the Columbia Boulevard southbound on-ramp. In both directions, the shoulders and inside median of the freeway will also be widened. In order to accommodate these changes, the existing bridges over the Columbia Slough and Columbia Boulevard will be widened and the on-ramps and off-ramps at Columbia Boulevard and Victory Boulevard will be realigned and lengthened to improve traffic flow and improve safety. For the Columbia Boulevard southbound on-ramp, this will include building a new bridge.

The second phase of the project consists of improvements to the local street network to improve traffic flow and access to the highway. These improvements, outlined in the revised Argyle on the Hill alternative, include realigning a portion of Argyle Way, replacing the Denver Avenue viaduct over Columbia Boulevard and replacing the Denver Avenue bridge over the Columbia Slough. The intersection of Denver Avenue and Schmeer Road would also be reconstructed as part of Phase 2. Phase 2 of the project will be scheduled once funding is secured.
