Powell Boulevard Pavement Preservation Project
   

 
Project Summary: This project is paving Powell Blvd (U.S. 26) between SE 51st Ave. and I-205 and adding sidewalk ramps along the corridor.
Construction Status and Timeline: Parker Northwest Paving Co. of Canby is the prime contractor on this paving project. Work began in March 2010 and will be completed in 2011.
Latest Information:**SCHEDULE UPDATE: Most of the grinding and paving work is scheduled from Aug. 3-19, depending on weather and other construction-related issues. The last section of Powell in the project, from SE 86th Avenue to I-205 will be worked on in mid-September (see below).

Project Summary
Parker Northwest Paving Co. of Canby, a contractor for the Oregon Department of Transportation, started work in March 2010 on a 2.3-mile paving project on Powell Boulevard between SE 51st Avenue and Interstate 205. As part of this project, sidewalk ramps will be brought into ADA compliance and two new pedestrian mid-block crossings will be installed near SE 57th Avenue and SE 75th Avenue.
 
Project Improvements
* New asphalt on Powell Boulevard from SE 51st Avenue to I-205
* 127 reconstructed sidewalk ramps
* 48 new sidewalk ramps
* 2 new marked pedestrian crossings between 57th & 58th Avenues and at SE 75th Avenue
* 8 new vegetated stormwater treatment planters
* Over 10,000 tons of new asphalt surfacing 
* Extended Left Turn Storage at SE 86th Ave. and Powell Blvd
 
Construction began in March 2010 and will be completed in 2011. The project initially was scheduled to be completed in 2010. But heavy rains in the spring and early summer of 2010 delayed paving and striping work. ODOT and the contractor decided that better-quality paving would result from delaying the work to spring/summer 2011 rather than rush the paving last year.

Noise Impacts
Due to high traffic volume on Powell Blvd. during daytime hours, grinding and paving work requiring extensive lane closures will primarily take place at night. The work will include periodic noise and vibrations from grinding and paving machines. Equipment typically moves at about 5 mph so noise will not be concentrated in one area for long periods of time. As part of the permit process for a City of Portland noise variance, ODOT presented its noise application to the city's Noise Review Board on Wednesday, Sept. 9, 2009. 
 
**The Noise Review Board approved ODOT's application, placing restrictions on what type of work and equipment may be used during nighttime hours.
 
Prior to the start of construction, ODOT will mail a noise flier to residents living within three blocks of Powell Boulevard in the project area. The noise flier will have a 24-hour hotline that residents can call with specific concerns related to the nighttime work. The noise hotline number is 503-412-2338

Traffic Impacts
Due to high traffic volume on Powell Boulevard, all lanes will be open without restrictions during peak commuting hours. Asphalt removal and paving work on Powell Boulevard is scheduled for nights. Side street paving will be done during the day. Expect congestion on Powell during night hours and use an alternate route if possible.
 
*****THE CONTRACTOR'S SCHEDULE HAS CHANGED. WORK IS NOW EXPECTED TO TAKE PLACE AS FOLLOWS:
 
Asphalt removal: Nights, August 3-12 for SE 51st Avenue to SE 86th Avenue; September 12-13 for SE 86th Avenue to I-205
Paving: Nights, August 14-18 for SE 51st Avenue to SE 86th Avenue; September 14-15 for SE 86th Avenue to I-205
 
* Asphalt removal and paving will take place at night, 9 p.m. to 5:30 a.m. on westbound (WB) lanes and 9 p.m. to 6:30 a.m. on eastbound (EB) lanes. See the Schedule section below for more detailed information about when the asphalt removal and paving is currently expected to take place.

The contractor plans to generally work in 15-block sections of Powell Blvd. during one night shift (see back page for details). When the contractor is working on a section of eastbound Powell Blvd., all traffic will be moved to westbound Powell Blvd. Alternately, when the contractor is working on westbound Powell, all traffic will be moved to eastbound Powell.

**Resident/Business accessThere will be restricted access to residential and business driveways on Powell Blvd. on the TWO nights when construction is taking place in each section of Powell Blvd. (There will be ONE night of asphalt removal PLUS ONE night of paving in each section of the project area.) 
 
Please see the detailed schedule below showing when work is expected in your area. Accommodations for emergency vehicles will be made.

Residents with driveway access on Powell Blvd. who need their vehicles during those nights when work is taking place in front of their homes should park their vehicles on side streets prior to work starting. Access to sidewalks will be maintained at all times.

 
The contractor will also close limited segments of Powell Boulevard during daytime hours to work on sidewalk demolition, asphalt reconstruction and side-street paving.  Read the weekly construction news, which details construction impacts on the project updated every Friday.

Summer 2011: 

* Asphalt removal and paving will take place at night, 9 p.m. to 5:30 a.m. on westbound (WB) lanes and 9 p.m. to 6:30 a.m. on eastbound (EB) lanes. 

The contractor will do its best to work under the following schedule. However, the schedule is subject to change due to weather or other construction-related issues:

TriMet
TriMet bus stops on Powell will be closed for safety reasons where nighttime asphalt grinding or paving is taking place. Bus riders should go to the nearest open bus stop during those two nights when working is taking place in each section of the project.

 
Summer 2011: Permanent signing and striping work will take place across the project area.
 
Summer/Fall 2011: Sign work, landscaping and general cleanup will take place.
 
Fall 2011: Project complete
