I-5 Beltline
This project will rebuild the interchange at Interstate 5 and Beltline Highway to meet modern design and safety standards. It also will rebuild the Beltline Highway at Gateway Street intersection east of the freeway interchange. Federal funds will be combined with state and local funds to build:
  • A new “flyover” bridge from I-5 northbound to Beltline Highway.
  • A new ramp from I-5 southbound to westbound Beltline Highway.
  • New auxiliary lanes to the Beltline Highway-Coburg Road Interchange.
  • Soundwalls along the west side of I-5.
  • Bridge replacements and widening.
  • New bicycle and pedestrian facilities including a new bike and pedestrian crossing of Interstate 5.

Project Highlights

I-5 Beltline Flyover Bridge
  • National Significance – The project is on the I-5 Trade Corridor, designated by Congress as a priority corridor in TEA-21.
  • Economic Importance – The I-5 / Beltline Interchange is a principal entry from the freeway into the Eugene-Springfield metropolitan area.  Beltline Highway is classified as a Statewide Highway.  The interchange serves large, regionally significant commercial and manufacturing centers that provide jobs for an estimated 5,000 people today and an estimated 15,000 jobs by 2015.  Without the interchange improvements, it would be difficult to continue developing this regionally significant employment area.
  • Improved mobility – The project will greatly improve the movement of goods and people along the I-5 corridor and Beltline Highway.
  • Improved Safety – The building of new ramps, merge lanes, widening and replacing bridges and making other improvements to modern design standards will greatly improve safety for all highway users.
  • Strong Regional Support – The I-5/Beltline Interchange is listed as the top-priority project in the Eugene-Springfield regional transportation plan.
 

Funding
The Oregon Transportation Investment Act (OTIA) is partial funding the $72.5 million in improvements for this project. OTIA 1 was passed by the 2001 Oregon Legislative Assembly and is funded through bond proceeds derived from increased DMV fees. Projects were selected with extensive input from local communities and other stakeholders. Other funding is made up of OTIA 3 Bridge, Modernization, and anticipated Federal Earmark.

  • Replacement of the Game Farm Structures
  • An auxiliary lane for westbound Beltline traffic to the Coburg/Beltline Interchange
  • New bicycle and pedestrian crossing of I-5
  • Right-of-way acquisition
  • Relocate utilities
 
 
 

Key Project Milestones
  • Environmental Work — FHWA signed FONSI on July 2, 2003
  • Right of Way — Acquisition began in 2004
  • Bid Let Date — February 2006
  • Construction — Completed Fall 2008
