Region 2 Local Project Delivery Unit

FHWA has delegated the authority and responsibility for expenditure of federal transportation funds for local agency projects to ODOT. Our Region 2 Local Project Delivery Unit resides within the Planning and Development Review Section and provides support to local agencies and their consultants for their efforts in developing and constructing state and federally funded transportation projects. We facilitate policy and program oversight and support project development and delivery processes and procedures in compliance with state and federal regulations.  This support includes the review of local agency project plans and specifications as well as on-going technical and process support.  We partner with our local agencies to develop the right project in the right way, at the right time and with the right resources. We take pride in promoting cooperative planning, positive interactions and collaborative partnerships between ODOT, Local Agencies, the Federal Highway Administration and Consultants.   About 25 percent of the federal funds that come to Oregon support delivery of local agency projects.

Local Agency Liaisons

ODOT’s Local Agency Liaisons are assigned to geographical areas within Region 2.

Construction Liaison


After the projects in Area 4 and Area 5 are designed, they are passed on to the Construction Liaison who oversees all federally funded construction projects in those areas (with the exception of Linn County and the City of Corvallis in Area 4).

Local Project Delivery Unit Coordinator 

The Unit Coordinator is responsible for the oversight and delivery of Region wide projects within the three special programs assigned to the Unit; Fund Exchange, Special City Allotment and Connect Oregon.  Projects in these programs are funded with State transportation gas tax dollars and are delivered thru funding agreements between the local agencies and ODOT with the agencies delivering the projects without the need for assistance by the ODOT Liaisons.  The use of state funds helps the local agencies avoid complicated federal project development and contracting rules and regulations.

Local Project Delivery Unit Financial Assistance 

The Region 2 Finance and Business Operations staff ensures that the Unit’s financial transactions are facilitated, tracked and records are maintained as required by federal and state laws and ODOT policies and procedures.  The financial staff works closely with the Unit Manager, Liaisons, Coordinator and ODOT fiscal staff to ensure timely and proper payments and reimbursements to Local Agencies and Consultants on all projects being delivered by our Unit.  All invoices are required to be sent to the following e-mail address and will be processed in a timely manner once received: R2localproginvoices@odot.state.or.us
