HIGHLAND-GLACIER COUPLET
PROJECT FACT SHEET
 
 
Project Location:
The Highland-Glacier Couplet  project is located on Oregon State Highway 126 (OR 126), Highland Avenue, between mileposts 110.90 (23rd Street) and 111.94 (5th Street) in the city of Redmond, Deschutes County. Glacier Avenue is located one block north of Highland Avenue.

Purpose of the Project:
The purpose of the OR126 Highland-Glacier Couplet project is to correct failing volume/capacity ratios at the Highland Avenue (OR126) intersections with US 97 (5th and 6th Streets), 9th Street, and Rimrock Avenue. The proposed project is needed to alleviate the existing and projected congestion at the above mentioned intersections, provide improvements to the city’s east-west transportation system and to provide a safe facility for bicycles and pedestrians.   The project includes sidewalks, upgrading signs, traffic signals, drainage system, new pavement, and landscaping. The project also includes a pedestrian under-crossing between 17th and Rimrock Avenue connecting the Sam Johnson Park north of Highland Avenue to the new Ray Johnson Park south of Highland Avenue.  Another addition to the project is ornamental lighting.  The City of Redmond will be adding lighting on Highland from 5th Street to 15th Street and on  6th Street from Highland Avenue to Forest Avenue.  The lights will be similar to the existing ornamental lights on 6th and 7th Street.  Conduit will be placed in the landscaping strip on Glacier Avenue for a future lighting project.
 
Traffic Changes During Construction:
The construction for this project will have three distinct parts; widening Highland Avenue from 15th to Rimrock Avenue and constructing the under-crossing, reconstructing Glacier Avenue and reconstructing Highland Avenue.  Within each part, there will be several traffic shifts.  The main objective is to keep traffic flowing with as few interruptions as possible.  Highland Avenue will be constructed under traffic.  Traffic will be shifted to the north and south side of the highway.  Glacier Avenue will be constructed in “blocks”, closing two blocks at a time with traffic using side streets and alleys for access.  The anticipated length of the block closure is two weeks.
 
Information During Construction:
ODOT’s construction public liaison for this project will organize a public construction kickoff meeting once a Contractor is selected and the construction schedule is determined.  Weekly road and lane closure dates and durations can be faxed or emailed to interested parties and will be posted on variable message boards along the highway and broadcasted over local radio stations.  Construction status reports will be posted on the City of Redmond and ODOT websites. 
 
Plans for Future Communication about the Project:
  • Public Meetings providing project updates, schedule, summary of issues of concerns, and conclusions on previously unresolved issues.  Residents and businesses along Glacier Avenue and Highland Avenue will be notified of these meetings. 
  • Civic Organization Meetings providing project updates, schedule, summary of issues of concerns, and conclusions on previously unresolved issues.  These meetings are at the request of the organization.
Key project milestones:
  •  Open Bids - December 2004 (advertises in November).
  •  Begin Construction – February 2005 
  • Complete Construction – November 2006
