  • Install a signal at the end of the OR 140 east bound off ramp at Washburn Way.
  • Stripe the crosswalks at the end of the off ramp at Washburn Way.
  • Install an automatic traffic recorder on eastbound OR 140 near the Washburn Way overpass.
  • Replace a signal pole at the intersection of OR 140 and OR 39 (Merrill-Lakeview Jct.).

Need for the Project
Traffic volumes are continuing to increase on Washburn Way and the east bound off ramp from OR 140 at Washburn Way.  The increased traffic on Washburn Way reduces the number of available gaps for traffic turning from the off-ramp.  As queues get longer on the ramp, the likelihood of crashes from high speed traffic exiting OR 140 will increase.  And as drivers on the ramp are required to wait longer, they are more likely to select unacceptable gaps in traffic which can lead to more crashes.
A traffic signal pole at the intersection of OR 140 and OR 39 was damaged and does not meet current safety standards.

What is Planned
A traffic signal will be installed at the end of eastbound off ramp at Washburn Way. 
In addition to addressing safety concerns, it will eliminate capacity deficiencies that will make it easier for industrial land to be developed north of the interchange.  The damaged signal pole at the intersection of OR 140 and OR 39 will be replaced.

Traffic Control during Construction
Most of the work will be done off the roadway and there should be very little impact to traffic.
