The Oregon Department of Transportation will makes improvements to US 20 during the summer 2010.  The project will:
  • Grind out and repave 2.6 miles of US 20 between Purcell and Powell Butte Highway
  • Repair drainage at Windy Knolls and 27th
  • Upgrade ADA Ramps, sidewalks and signs, as required

Why this Project is needed

US20 Cracking Pavement
US 20 is a critical part of the State’s transportation system and carries a significant volume of traffic from the Willamette Valley to Central and Eastern Oregon.  It is also an important highway for local Bend traffic.  Keeping roads in good condition and providing for safe travel are critical parts of the Department’s mission.
 
This Project will grind out and repave approximately 2.6 miles of US 20.  This stretch of highway has been rutted with the pavement deteriorating, and the poor drainage conditions contribute to the pavement deterioration. The rutting and drainage problems allow rain, snow and ice to accumulate which cause dangerous driving conditions.  It also allows standing water to seep down into the payment further breaking up the road surface.  To extend the life of the surface, the local ODOT maintenance district has filled in the ruts with an asphalt patch in 2008.
 
ODOT highway managers have addressed whether to add a raised curb median on highway US20 east of the intersection of highway US20 and 27th Street as part of the highway transportation project US20:Purcell to Arnold Ice Caves. The answer is no, a raised median will not be added to the project. We will work with the City, County, and other stakeholders in the future on a refinement planning effort for highway US20, in building community support for an access management strategy to improve and maintain safety and effective operation from the intersection of Purcell east to Powell Butte Highway.
 
The average daily traffic count for the section of US 97 just west of the NE 27th Street interchange is 19,300 vehicles per day as of 2007, which is 7,400 higher than the traffic count of 2000 (11,900).  This is one of the busiest intersections in the Bend metropolitan area.   Traffic from the south, east and west destined for the medical center area of Bend predominates this intersection and it serves much of the traffic destined for Mountain View High School, in addition to the traffic traveling through the area on US 20.
 
The increase in traffic and the large number of drivers using studded tires during the winter months has contributed to the wear and tear of the pavement. 

What has been done

Crews have already made a temporary repair to the surface of the highway from about Purcell to NE27th St. 
 
During the summer construction season (2010), working mostly at night, crews will grind out and repave the highway surface, improve drainage, and provide enhanced access under the Americans with Disabilities Act. 

Traffic control during construction
  • The contractor will perform the cold plane pavement removal and paving work during the night, between the hours of 9 p.m. and 7 a.m., from Sunday at midnight through Friday mornings.  During these construction times the contractor will close one lane in both directions on US20 while controlling traffic in the workzone through the use of traffic control devices including cones, barrels and variable message signs. 
  • There will be temporary lane closures during grinding and paving operations.  Variable message signs will alert motorists of planned closures.
  • No lane closures will be allowed during weekends, from 7 a.m. on Fridays until 9 p.m. on Sunday.
  • The contractor will be allowed to perform other work on the project, such as upgrading ADA ramps and installing signs, during daylight hours.
