The project is located between the junction of OR 216 and the Warm Springs River Bridge on US Highway 26 in Wasco County, within the Confederated Tribes of Warm Springs Indian Reservation.  US 26 is the primary route between Central Oregon and the Portland/ Metropolitan Area.  This section of US 26 is a State Highway Freight System route.  In 2006, the Average Daily Traffic (ADT) through this section of highway was 3900 vehicles per day, with 24% of that being truck traffic.  Projected ADT in 2026 is 5900 vehicles per day.
 
The existing pavement is in poor condition and ‘Rough Road’ signs have been installed along this section of highway until the wearing surface can be replaced.  This project will grind off the existing 2" to 3” roadway and pave back a new dense graded surface of various depths from 2” to 4” over the entire width of the roadway.  Due to the highway’s accident history, centerline rumble strips and inlaid durable striping tape will be included in the project as Safety Mitigation Measures.  Permanent signing along the highway will also be upgraded during the construction.
 
The project will be bid let on April 24, 2008.  It is anticipated that the contractor will start the paving work in July or early August.  The project completion date is October 31, 2008.  Special traffic requirements have been placed in the contract to ensure that traffic delays will be held to a minimum and freight can continue to move efficiently during construction.

Trafffic Control During Construction
  • The contractor will perform the cold plane pavement removal and paving work during the night, between the hours of 7 pm and 6 am, from Sunday at midnight through Friday mornings.  During these construction times the contractor will close one lane while controlling traffic in the workzone through the use of flaggers and pilot cars.  Workzone length will be limited to no more than three miles for this work.
  • The contractor will be allowed to perform other work on the project, such as installing centerline rumble strips, durable striping, and permanent signing, during daylight hours. The workzone length during the daytime will be limited to no more than one mile, using single lane closures controlled by flaggers and pilot cars. 
  • Oversize loads are authorized to travel during daylight hours only, so when they approach the workzone they will be temporarily delayed while the Contractor moves equipment and personnel from the roadway centerline to ensure that the load can pass through the workzone safely.
  • At all other times, the Contractor will be required to maintain two-way traffic.  No lane closures will be allowed during weekends, from 3 pm on Fridays until 12 midnight on Sunday or on holidays.

Planned Information Updates
During construction, traffic impacts will be posted on TripCheck on a weekly basis or at more frequent intervals as changes occur.
