INCENTIVES

​​​​​​​​​​​​​​​​​​​​​​​In response to the heat dome event of 2021, during which at least 100 Oregonians died of heat-related illness — often in their own homes — the legislature passed SB 1536​ in 2022 to bring much-needed heat relief.
The Community Heat Pump Deployment Program provides grants to eligible entities to provide financial assistance for the purch​ase and installation of heat pumps and related upgrades to individuals who reside within the region or who are members of the tribe the entity has been awarded a grant for. The program is open to Oregon Tribes, local governments, local housing authorities, nonprofit organizations, coordinated care organizations, community action agencies, manufactured dwelling park nonprofits, and electric utilities. The grants may be allocated to one eligible entity for each region and one eligible entity for each federally recognized Indian tribe in Oregon.​ In 2023, ODOE identified initial awardees/regional administrators for six regions and one tribe.

The regions are the economic development districts in Oregon, designated by the Economic Development Administration of the United States Department of Commerce, for which a regional solutions center has been established under ORS 284.754. Opportunity Announcement 23-065: Grant dollars to provide financial assistance for the purchase and installation of heat pumps and related upgrades.

The most recent application period to administer 
​Community Heat Pump Deployment Program funds closed January 26, 2024. ​

The Department has grant funds available to recruit additional eligible​ Regional Administrators, which will each design a heat pump deployment program that will best serve their community and support heat pump installation. Eligible entities that want to serve as Regional Administrators m​ust demonstrate that they have the capacity to administer a grant program and that they serve or represent at least one environmental justice community within a region o​r members of a federally recognized Tribe.

​Eligible entities include:

  • Local governments as defined in ORS 174.116
  • Local housing authorities
  • Nonprofit organizations
  • Federally recognized Tribes in Oregon
  • Coordinated care organizations as defined in ORS 414.025
  • Community action agencies as described in ORS 458.505
  • Manufactured dwelling park nonprofit cooperatives as defined in ORS 62.803
  • Electric utilities​

Stakeholder Engagement​

ODOE held two virtual public meetings in September 2022 to gather input on designing the agency's new heat pump incentive programs. These meetings preceded the formal administrative rulemaking process for both the Community Heat Pump Deployment Program and the Oregon Rental Home Heat Pump Program, and ga​ve members of the public an opportunity to inform program design early in the implementation process.
