Overview
Established by the Oregon Legislature as part of the transparency, accountability, and performance requirements in HB 2017 (2017) and recently modified by the Oregon Transportation Commission in response to HB 3991 (2025), the Continuous Improvement Advisory Committee will serve as the mechanism for providing more robust project delivery oversight to enable the Committee and Oregon Transportation Commission to have deeper insight into the work being done to improve project delivery and the progress of projects in development and construction that are or have the potential to be $50 million or more. In addition to reporting quarterly to the Commission and Legislature on changes to the scope, schedule, and budget of major project the Committee will report to the OTC and JCT on status of performance measures and on ways ODOT and OTC can execute their duties more efficiently.
