Pinebrook Blvd. west of the Parkway to be closed beginning November 3
The final step for this phase of the Murphy Road project is to install a raised median in the center of U.S. 97 (Bend Parkway) at Pinebrook Blvd., and remove the traffic signals.  That work will require closing Pinebrook Boulevard on the west side of the Parkway for up to two weeks.  Residents in the Pinebrook Boulevard area will need to access their homes from Brookswood Boulevard.

Once this work is completed, only right in and right out turns at U.S. 97 and Pinebrook Boulevard will be allowed. 

Background on Phase 2
The $5.0M construction contract was awarded to Knife River Corporation-Northwest in late January 2015.  This contract will construct the new alignment of Murphy Road west of the Bend Parkway, construct a roundabout at Brookswood Blvd. and Murphy Road, install a permanent Variable Message Sign on U.S. 97 south of Bend, remove the signal at Pinebrook Blvd. and the Bend Parkway, and complete an assortment of other small local road improvements.

Construction of the roundabout at Murphy Road and Parrell Road will be competed by the City of Bend in a separate contract later this year.

The preliminary construction schedule has the new Murphy Road alignment being constructed in the late February-May timeframe.  There should be minimal impacts to traffic.  The roundabout at Murphy Road and Brookswood is scheduled to begin in mid-May and be completed and open to traffic in early September.    All project work is to be completed by the end of December 2015.

Phase 1 complete
The new northbound off-ramp to 3rd Street from US 97 and the new southbound on-ramp to U.S. 97 from 3rd Street opened December 15, 2014.  All the remaining miscellaneous clean up work was completed in May 2015.

Phase 1 Background
In June 2013, ODOT awarded the contract to construct the first phase of the U.S. 97/Murphy Road project to Hamilton Construction Company of Springfield, Oregon.  Construction began in July 2013 and was open to traffic December 15, 2014.

Purpose of the Project and Project Components

Purpose of Project
The purpose of the project is to improve safety and connectivity by constructing an east – west arterial in the south end of Bend and eliminating the traffic signals at the intersections of U.S. Highway 97 at Pinebrook Boulevard and U.S. 97 at 3rd Street.
The overall cost estimate of transportation improvements needed in the U.S. 97/Murphy Road area is $45 million. The first functional project, described below, is estimated to cost $25.1 million and is mostly funded by the Jobs and Transportation Act.  Future projects in the area will be built using a variety of federal, state, local and private funding. 

The project consists of an extension and realignment of Murphy Road from Parrell Road across U.S. 97 to Brookswood Blvd.  The road and bridge improvements include:  

  • A realignment of Murphy Road from 3rd Street (business U.S. 97) east to Parrell Road.
  • An extension of Murphy Road from 3rd Street (business U.S. 97) west to Brookswood Blvd.
  • A new bridge on Murphy Road that crosses over U.S. 97 (Bend Parkway).
  • A new southbound flyover bridge from 3rd Street to U.S. 97.  The new structure enables the traffic signal at the intersection of U.S. 97 and 3rd Street to be removed which will resolve the existing safety issues at the intersection.
  • Modification of accesses at 3rd Street/Murphy Road and U.S. 97 and Pinebrook Blvd.
  • A realignment of the existing northbound exit from U.S. 97 to 3rd Street.
  • Construction of a roundabout at the intersection of the new Murphy Road and 3rd Street.
  • Construction of a roundabout at the intersection of Murphy Road and Brookswood Boulevard.
  • Construction of a roundabout at the intersection of Murphy Road and Parrell Road.

Project Background and Benefits
This project is a strategic improvement to U.S. 97 freight mobility, and greatly enhances safety and mobility for the overall transportation system for Bend.   U.S. 97 is a statewide priority expressway and designated as a primary freight and travel route throughout Central Oregon.  Murphy Road is an arterial road and a strategic corridor for the City of Bend’s overall transportation system. 
The elimination of the signalized intersections at Third Street and Pinebrook Boulevard on U.S. 97 will alleviate congestion and increase mobility in the corridor and greatly reduce the crashes at these locations, which are some of the highest in central Oregon. 
The U.S. 97/Murphy Road project is a high priority for the City of Bend, Bend Metropolitan Planning Organization, ODOT Region 4, and the Central Oregon Area Commission on Transportation.  This project has been identified in the South Parkway Refinement Plan, Murphy Crossing Refinement Plan, and the U.S. 97: South Parkway /Murphy Interchange Area Management Plan. 

The preliminary cost estimate for these road and bridge improvements is approximately $25.1 million and is being mostly funded through the Jobs for Transportation Act (HB 2001).
