Illicit Discharges

What is an Illicit Discharge?

Per 40 CFR § 122.26, an illicit discharge is "any discharge to a municipal separate storm sewer that is not composed entirely of storm water". In other words, anything that enters a storm drain that is not stormwater is considered an illicit discharge.
