ODOT's MS4 permit requires ODOT to develop a plan for process improvements in several key areas of the agency's stormwater program, including the development of a “Stormwater Retrofit Strategy." ODOT is in the process of establishing a Stormwater Fix-It Program as part of this strategy.
ODOT currently retrofits existing pavement that does not have stormwater treatment or flow control as part of capital improvement projects that trigger stormwater management. This is achieved by capturing and treating the stormwater runoff from a project's contributing impervious area (CIA).
