What is a referral?

A referral is a "tip" or "lead" regarding any unlawful and systemic industry practices such as company-wide violations relating to wages, overtime, sick time, etc. Referrals are designed for community-based organizations to provide information to BOLI's Strategic Enforcement and Outreach Units. Please note: A referral is different than a complaint or claim.

What is a complaint or claim?

A wage and hour complaint is for individual workers to file when their rights are being violated at work in Oregon.

A wage claim is for individual workers to file when they are owed money from their employer.

Who are BOLI's Strategic Enforcement and Outreach Units?

The Proactive Investigations and Enforcement (PIE) Unit and the Agricultural Compliance and Education Unit (ACE) collaborate with community-based organizations, worker advocacy groups, and trade and industry associations to effectively uphold wage and hour and civil rights laws. PIE and ACE concentrate on addressing unlawful and systemic industry behaviors that impact a significant number of workers, many of whom belong to marginalized and disadvantaged groups. Efforts include conducting worksite audits, outreach events and participating in seminars to inform and educate workers, employers, and crucial stakeholders across the state of Oregon.

If you are a community-based organization and wish to provide us with information that could lead to future investigations, please complete the referral form below. 

Please note:

  • Investigations are prioritized for low-income workers.
  • Investigations are prioritized for non-represented workers.
  • While we may be able to receive some information confidentitally, specific criteria must be met. Please do not enter or attach information that is confidential in nature.
