Our History

Overview

The Department of Corrections (DOC), operating under ORS 423, is responsible for the central administration of Oregon’s state correctional institutions.

The mission of DOC is to reduce the risk of criminal conduct through partnerships with communities and through a continuum of community supervision, incarceration, sanctions, and services designed to manage offender behavior.

Today Oregon operates 12 state prisons housing approximately 12,000 adults in custody and employs roughly 4,450 staff statewide.

Prison Closures

Two facilities have closed in recent years: 

  • Mill Creek Correctional Facility – Closed June 30, 2021
  • Shutter Creek Correctional Institution – Closed December 31, 2021
Mill Creek Correctional Facility (MCCF)

Mill Creek Correctional Facility was a minimum-security prison near Salem that operated as a work camp supporting state agencies and industries.  

The facility permanently closed June 30, 2021.  

Shutter Creek Correctional Institution (SCCI)

Shutter Creek Correctional Institution was a minimum-security facility near North Bend that supported forestry and fire suppression work crews.  

The facility permanently closed December 31, 2021.  

DOC Chronology (1851–1994)
1851 – Oregon State Penitentiary established. 
1866 – Penitentiary relocated to Salem. 
1911 – State Parole Board established. 
1955 – Oregon State Correctional Institution established. 
1965 – Women's Correctional Center opened. 
1987 – Department of Corrections created. 
1994 – Measure 17 requires inmate work/training.
