UI Modernization Project Update

This communication is part of our ongoing commitment to keep you informed of the progress of our agency’s Modernization Program. The goal of our Modernization Program is to replace the aging computer systems that support receipt of unemployment insurance taxes, payment of unemployment insurance benefits, and delivery of employment services. Further, this effort will transform business processes to take advantage of opportunities and benefits available through new system capabilities and better meet the needs of our customers - Oregonians and Oregon businesses. (Please open in Chrome or Firefox if you're having trouble seeing this message.) 

Welcome to the first official Unemployment Insurance Modernization Project update! Over the life of the project, we'll use this update to keep you in the loop on what's happening and the progress that we're making, talk about what's coming up, and hopefully, answer some of your questions. Whether you work for the Employment Department, or you're a partner, employer, benefit recipient, or just interested -  we hope you find these updates to be helpful and informative. 


Project Progress

After nearly a year of detailed planning (with help from many of you!), we've submitted the required documentation for Stage Gate 2 approval of the UI Modernization Project. There are four "gates" that IT projects of this size and complexity must pass through to ensure we are sufficiently prepared for success. If you're interested in this process, read more here. Stage Gate 2 approval is the next required green light for us to move forward with the project.

The project's Request for Information (RFI) closed on January 28. Seven vendors submitted responses to the request. Representatives from throughout the agency are reviewing the responses. The information gathered will be used to add more details to our next step, the Request for Proposal (RFP). We're hoping to open the RFP this spring.

A Request for Information, most often referred to as an "RFI," is a common first step in the process of choosing a vendor. 

The RFI included an overview of our agency and what we do, as well as information about what we're hoping to achieve with modernization. We also included high-level questions, to give interested vendors the opportunity to share generally about how their product, or "solution," may meet our needs. 


A Request for Proposal, or an "RFP," is our next step in the process of choosing a vendor. If you've ever done any home remodeling, think of this as similar to getting a "bid" from a contractor.   

The RFP includes a more detailed description of the unemployment insurance program and services. 

It will also provide our preferences for a new system and ask the vendors to outline their solution along with how it’ll be implemented. 

The RFP questions are very detailed and the answers will provide a thorough look at the interested vendors. This will allow us to have an “apples to apples” comparison of potential vendors.
