UI Modernization Project Update


 
 

This communication is part of our ongoing commitment to keep you informed of the progress of our agency’s Modernization Program. The goal of our Modernization Program is to replace the aging computer systems that support receipt of unemployment insurance taxes, payment of unemployment insurance benefits, and delivery of employment services. Further, this effort will transform business processes to take advantage of opportunities and benefits available through new system capabilities and better meet the needs of our customers - Oregonians and Oregon businesses.

What's in scope. Take a look at the UI Modernization Project Scope - Tax and Benefits to see if the processes, functions, and legacy systems that you use to do your job everyday are "in scope" for modernization.

 

What are we looking for in a solution? As the agency moves forward with the UI Modernization Project, we’ll be using a set of preferences to guide decisions about the UI solution, including choosing an integrated unemployment insurance system that has functions for both benefits and tax programs, and looking for systems that are customer-focused, flexible, and can evolve with technology.


 
 

WHAT WE'RE STILL LEARNING:

We've clarified much of the "what," now we're learning about "when” and “how." Kind of like driving a car in the dark, as you continue to drive, more and more is illuminated by the headlights. We're approaching a new stretch of road, and as we learn more about the upcoming phases of the project, we will keep you updated with what we see ahead. There will be more details to share, and some dates may shift as we build on what we know. Check out our updated timeline. 

 

We're carefully considering the way we evaluate vendor proposals. After we release the Request for Proposal (RFP) (learn what we mean when we say "RFP") vendors will have two months to prepare and submit their proposals for how they can provide the products and services we need for our UI system. Then we’ll spend 4-6 months evaluating those proposals, interacting with vendors to determine the best fit, and negotiating a contract. We'll work with an agency-wide team to evaluate the proposals in rounds, and the pool of prospective vendors will be reduced at the end of each round - vendors that make the cut will move on to the next round. Click here to see a graphic of our ideas for the UI system solution evaluation process.


 
 

WE'RE HIRING!

We're currently working on recruitment for the Modernization Deputy Director, we'll also be hiring business and technical managers to lead the UI project, and a project manager who will lead the changes we will need to make to our existing systems. Later this year, we'll begin the recruitments for project team business and technical analysts. Many of these positions will be competitively filled, so if you are looking for a challenge and a chance to help create the future, keep an eye out; more information is coming soon!
