directs ODOE to produce a legislative report that evaluates the adoption
of heat pump technologies among residents of the state and provides a
timeline of the State’s progress in achieving its greenhouse gas emissions
reduction goals.
Energy efficient heat pumps help address energy use and climate change in
Oregon's built environment. Oregon has a goal to add at least 500,000 heat
pumps in buildings by 2030.
The Oregon Department of Energy will publish a Biennial Oregon Heat Pump
Report by September 15 of odd-numbered years. On September 15, 2025,
ODOE published the first edition of the report.
Pursuant to the requirements laid out in HB3409, ODOE's study involves the following:

Data collection and analysis of heat pump technologies among residents of
the state, including the rate of adoption, available technologies and
their applications, and future applications.

Consultation and analysis of the state of the heat pump industry,
identifying financial and non-financial barriers to heat pump option among
residents.

Development of an assessment of the State's progression in achieving its
goal of 500,000 heat pumps by 2030, and estimate of the date that goal
will be achieved.

Submission of a final report to the Legislature that summarizes the final
analysis and key findings from the data analysis and industry
consultation, as well as opportunities to improve future heat pump data
reporting efforts.
