Solar for All

oregon-shape-image The U.S. EPA's Solar for All competitive grant program, made available under the Greenhouse Gas Reduction Fund is focused on providing benefits from solar energy to low-income households and disadvantaged communities.

October/November 2025 Update:

On October 16, 2025, Oregon Attorney General Dan Rayfield announced Oregon is joining 23 other Solar for All awardees in a lawsuit against the U.S. Environmental Protection Agency for illegally ending the $7 billion Solar for All program. Learn more on the Oregon Department of Justice's website.

On October 23, 2025, the ODOE received a letter from the U.S. Environmental Protection Agency stating that the EPA had rendered the administrative dispute moot due to the current lawsuit in place. On November 6, 2025, ODOE sent a letter to the EPA requesting clarification regarding this mootness determination. In the same letter, ODOE objects to EPA's demand that ODOE close out EPA Assistance Agreement 5H-84092901 and seeks an extension to the close-out date until all litigation has been resolved.

September 2025 Update:

On August 7, 2025 the Oregon Department of Energy received a letter from the U.S. Environmental Protection Agency stating that the EPA is canceling all Solar for All program funding. EPA Administrator Lee Zeldin also made an announcement on social media.

On September 5, 2025 the Oregon Department of Energy sent a letter to the U.S. EPA regarding the wrongful termination of the grant. In the letter, ODOE requests to formally initiate an administrative dispute with the goal that EPA return the obligated funds to Oregon.

Additional Background In April 2024, Oregon was awarded a nearly $87 million Solar for All grant from the U.S. Environmental Protection Agency. The competitive grant was designed to support clean energy programs that reduce greenhouse gas emissions and other pollutants, create bill savings and strengthen resilience, and ensure those benefits are delivered to low-income and disadvantaged communities. The federal funding has already been obligated to Oregon, and the Oregon Solar for All Coalition - which includes the Oregon Department of Energy, Energy Trust of Oregon, and Bonneville Environmental Foundation - has started spending significant administrative funds to stand up the Solar for All programs later this year. We are surprised and disappointed to hear the U.S. EPA is moving to rescind these already-obligated funds. ODOE will work with our partners, the Governor's Office, and Oregon's Attorney General to consider next steps to ensure these funds continue to serve Oregonians as intended.

The Oregon Department of Energy, together with our partners Energy Trust of Oregon and Bonneville Environmental Foundation, have been awarded an $86.6 Million Solar for All Grant from the U.S. Environmental Protection Agency. The award was announced on April 22, 2024.

Oregon's program will aim to serve over 8,000 households with low incomes. The program's funding will provide financial and technical assistance to support:

  • solar installations for homes with little to no upfront cost,
  • solar on multifamily buildings with benefits for low-income residents,
  • development of community solar projects, and
  • workforce development activities.

The Oregon Solar For All Coalition intends to use the first year of the program for additional planning.
