About the Program
More than 5,000 structures and over 1 million acres were burned in the wildfires that devastated
Oregon communities over Labor Day 2020. The Oregon Legislature allocated $10.8 million to ODOE
to provide funding to incentivize energy-efficient rebuilding efforts. Building owners received
incentives to rebuild to current building code or above code - incorporating these energy
efficiency improvements help make buildings more comfortable and support long-term affordability
through lower energy bills.

How Much Are the Incentives?
If you are rebuilding a site-built residential structure:
- Rebuild the home to current code: $3,000

Rebuild the home to an above-code standard such as the Residential Reach Code or a new
homes utility program: $6,000
If you qualify as a
low- or moderate-income household
and are rebuilding a site-built residential structure:
- Rebuild the home to current code: $7,500

Rebuild the home to an above-code standard such as the Residential Reach Code or a new
homes utility program: $15,000
If you are replacing a manufactured dwelling:

If your replacement manufactured home is an energy efficient NEEM 1.1 or better
dwelling: $12,500

If you install a qualifying heat pump system in your replacement manufactured home: up
to $5,000
If you are rebuilding a commercial, public, or multi-family structure:
- Building to current code: $3,000 - $4,000
- Building above current code by participating in a utility program: $8,000 - $10,000

Rebuilding affordable housing and participating in an Oregon Housing and Community
Services Program, you may be eligible for an additional incentive of $500/unit (max
$18,000)
Am I Eligible for an Incentive?
You are eligible if you are rebuilding a structure deemed by state or county officials as
destroyed or damaged in the wildfires between August 1 and September 30, 2020, and you have
completed or are in the process of completing a local jurisdiction permit process. Eligible
structures include:
- Site-built residential homes
- Manufactured homes
- Commercial Buildings
- Multi-Family Buildings
- Public Buildings
These incentives are available to structure owners who have already rebuilt, are in the
process of rebuilding, or will soon rebuild their structure. Program incentives are tied to
structures and are focused on rebuilding communities so owners may change, but the incentive
is to support construction costs of the property owner that is rebuilding.
Some manufactured home parks destroyed in the fires may not return. Eligible replacement
manufactured homes may be relocated outside of disaster areas in Oregon.
How do I Receive a Rebate
Steps to receive an incentive:
- Confirm eligibility to participate.
- Complete a digital or paper application.

ODOE will review, verify application information, and send you a confirmation that funds
have been reserved.
- Complete your project.

Notify ODOE through our program portal or send a completion form by mail to let us know
your project is complete. Please include relevant project documentation.

ODOE will review and verify your completion form. Following successful verification of a
completed application, ODOE will issue you the approved funds.

What Else Should I Know?
Owners building new structures on vacant property that burned are not eligible for
incentives - only original building owners or buyers replacing original structures are
eligible.
Applications for the incentive program will be accepted prior to June 1, 2025, or until all
the funds have been allocated, whichever comes first. All projects must be completed and
documentation submitted to ODOE prior to June 30, 2025.
